1. Introduction
Welcome to Bedford Community Access Television, Inc. (BCAT). BCAT is a non-profit, non-
commercial access television facility whose purpose is exclusively charitable, scientific and educational
within the meaning of Section 501 (c)(3) of the Internal Revenue Code of 1954, as amended from time to
time.
This manual contains BCAT's Policies and Regulations, established to ensure fair and equal access to
production resources, training, and time on the access channels. The facilities are provided exclusively for
the production and presentation of non-commercial television programming of interest and / or benefit to
the residents of Bedford. The BCAT Community Bulletin Board is available to publicize non-commercial
activities and events. Residents, employees (under an organization name), and organizations affiliated
within the town of Bedford are encouraged to use these resources. BCAT does not discriminate on the
basis of race, sex, nationality, age, physical disability, religious or political beliefs or sexual orientation.
2. Mission Statement
To promote the utilization of public access channels on the Cable Television system in Bedford,
Massachusetts by assisting in promoting the development of local programming by and for various cultural,
religious, educational, governmental, professional, ethnic, and other citizen groups within town.
To make facilities and equipment available to the general public for the production of non-commercial,
educational or cultural programs for communication to the public via public and educational channels of
the Cable Television system in Bedford, Massachusetts.
To keep viewers of the public service access channels on the Cable Television system in Bedford,
Massachusetts aware of current Town events such as school closings, meetings of Town boards and
committees, and other items of current public interest.
3. BCAT, Inc. Membership
3.1. Requirements / Fee Schedule
Membership is available to any individual who lives, works, or is affiliated with an
organization/business based in Bedford (organization or business must be a member). To become a member
of BCAT, an individual, family, or organization / business must:
1. Provide proof of:
Bedford residency, or affiliation with an organization or business based within Bedford
(organization or business must be a BCAT member).
2. Pay the current membership fee.
Memberships are offered on an annual basis. The types of memberships and fees are:
a) Individual Equipment Membership: $25.00.
b) Family Equipment Membership: $50.00.
(Includes all same household members age 12+)
c) Students & Over 65: $15.00.
d) Contributing Membership: $25.00.
e) Non-profit/Organization Membership: $50.00.
(Includes 3 individuals)
3. Sign a contract (Agreement with Policies & Regulations) to follow the BCAT Policies & Regulations
contained herein. If under 18 years of age, a parent or legal guardian must also sign the contract.

3.2. Privileges
All BCAT members shall have voting rights at the Annual Meeting, and may:
1. Submit non-commercial programming for cablecast.
2. Become certified to operate various equipment and facilities at BCAT.
3. Receive BCAT publications.
4. Be elected to serve on the BCAT Board of Directors.
5. Be appointed to serve on BCAT Committees.
6. Take an active role in access television.
4. BCAT, Inc. Community Partnerships
Businesses or organizations in Bedford can become members of BCAT through "Community
Partnerships" and utilize underwriting opportunities. Community Partnerships are offered on an annual
basis.
The types of Community Partnerships and fees are:
BCAT Silver Partnership includes: $250.00
· 5 individual memberships & all membership benefits.
· Recognition as Community Partner on an Annual Report, in publications & at events.
· Community Bulletin Board individual message: "BCAT is supported in part by Community
Partner (company name)".
BCAT Gold Partnership includes: $500.00
· All of the above plus:
· Your company participates as an underwriting partner. A video slate with your company name,
logo and phone number or web page will be shown on screen before and after 3 individual BCAT
shows. This level is non exclusive and programs may have more than one underwriter. *
BCAT Platinum Partnership includes: $2000.00
· All of the above plus a choice of one of the following:
Series/Season underwriter.
An exclusive video slate with your company's name, logo and phone number or web
page will be shown on screen before and after each individual show of entire series
or season (one year or one season). *
OR
Public Service Announcement.
A 60 second `PSA' will be produced by BCAT to highlight your
business/organization's community or non-profit involvement. Your company
information can include: name, logo and phone number or web page. *
*BCAT is a non commercial entity with underwriting opportunities.
Advertising for-profit products or services is prohibited.
4.1. Underwriting Credits
Commercial advertising is prohibited on the access channels. Acknowledgment of
underwriting by businesses, organizations, or grantors providing monetary or other
assistance to support BCAT or the production of a program may be included on our
channels. Acknowledgments may include the underwriter's name/business name,
logo, phone number or web address and a brief value neutral statement describing the
underwriter's contribution or product. No call to actions are allowed per non-profit
state laws. Complete information may appear for not-for-profit organizations.

5. Equipment / Facilities
5.1. Requirements
To use BCAT equipment and / or facilities, a member must:
1. Provide proof of current membership.
2. Be certified to operate the specific equipment.
3. Use the equipment / facilities exclusively for the creation of non-commercial programming for
cablecast on the access channels.
4. Sign the appropriate Check-Out / In Form for each usage and take full responsibility for the care
of the equipment/facility being used, and the actions of crew and/or guests.
5.2. Training / Certification
BCAT provides training to members on equipment usage on an on-going basis. Upon completion of
training, members are certified in an area of production and may reserve and use the respective BCAT
resources.
Sign-up for training courses and workshops is on a first-come-first-served basis. To register for a BCAT
course / workshop an advance deposit may be required. The deposit will be refunded upon successful
completion of the course / workshop.
Training is offered to familiarize members with production concepts and resources available at BCAT,
and to ensure proper technique and care are used when handling BCAT equipment. Individual and/or
special group instruction may be set up by appointment with BCAT staff.
Training fees are as follows:
· Orientation: free with membership (one class)
· Digital Camcorders: $10.00 (one class)
· Digital Editing: $15.00 (two-part classes)
· Studio Production: $15.00 (two-part classes)
5.3. Availability / Usage
5.3.1. Reservations:
BCAT members trained and certified on BCAT resources may use and reserve BCAT equipment and
facilities to produce their programs for cablecast on the access channels.
All reservations are dependent upon staff's approval of a Program Proposal submitted by the BCAT
members who is the program's producer. No producer may have in progress more than three productions
at any one time unless authorized by BCAT staff. Equipment / facilities are available to all certified
members on a first-come, first-served basis.
Equipment and /or facility reservations should be made with the BCAT staff by the certified member
who will use the BCAT resources and will be responsible for the equipment and/or facility. BCAT staff
reserves the right to limit the amount of equipment and / or time which any one individual or group may
reserve. Unauthorized or improper handling of BCAT equipment may result in limitations on future access
to equipment or facility.
Members must give a 24-hour notice when canceling reservations. If a certified member is more than 30
minutes late for their reservation without notification and approval, the reservation may be canceled.

5.3.2. Equipment Check-Out / In:
Equipment must be picked up at and returned to BCAT by the certified member who reserves it unless
alternative arrangements are approved in advance by BCAT staff. Staff will fill out the Equipment Check-
Out / In Form which the certified member signs. If the BCAT member is under 18 years of age, a parent or
legal guardian must also sign the Check-Out / In Form each time equipment is reserved.
Times for check-out / in of equipment are scheduled with BCAT staff in accordance with BCAT's
posted hours and scheduled times for check-out and check-in of equipment. Equipment must be returned
by the time indicated on the Check-Out / In Form. When returning equipment, the certified member is
responsible for having the equipment officially checked in by BCAT staff. At this time, any damage to
equipment or operating irregularities must be reported to BCAT staff.
BCAT makes every reasonable effort to ensure equipment is in working order, but makes no guarantee
as to the operating quality of equipment. BCAT recommends that the certified member set up and test the
equipment before leaving the facility.
Use of BCAT equipment outside the town of Bedford requires prior BCAT staff approval. Facility /
Studio Use:
BCAT's studio facility, located in Old Town Hall, may be reserved by a certified BCAT member. Crew
assignments for videotape productions are the responsibility of the producer. BCAT staff may assist
producers in assembling crews from among trained and certified members. It is ultimately the
responsibility of the BCAT producer to ensure the eligibility of all crew members who use BCAT
equipment/facility. BCAT staff is not available to serve as crew on member productions.
Producers are responsible for the actions of guests, assistants, crew, children, etc. in the facilities. It is
highly recommended that producers require all talent appearing in their program to complete a Performance
/ Visual Arts Release to keep for their records.
BCAT office equipment and supplies may not be used for props.
Members must clean up after themselves. Members must begin striking their set 1/2 hour before closing
time. No animals, except for trained guide / Seeing Eye / hearing ear animals, are allowed in the facility
without the approval of BCAT staff. Eating and drinking is allowed in designated areas only. Smoking is
not allowed in the premises occupied by BCAT.
5.3.3. Videotape / Copies:
BCAT requires the usage of high quality tape stock with BCAT equipment and facilities to ensure
protection of playback and editing equipment. BCAT stocks DVD and Mini DV tape for availability to
producers at cost pricing. The price for a DVD/case is $2.00 and for a Panasonic Mini DV is $5.00 per
tape.
Any producer who wishes to have a copy of the master tape of his / her program may make one copy
with BCAT equipment, at any time that does not interfere with production. BCAT will provide one DVD
to the producer for this purpose.
Anyone who wants a copy of a program is encouraged to tape it off cable TV. Requests to BCAT staff
to repeat a program for this purpose will be honored whenever possible. Otherwise, when possible, staff
will make a copy on a BCAT DVD tape for a $20.00 donation to BCAT.

6. Programming
6.1. Community Bulletin Board
The Community Bulletin Board (CBB) is a service maintained by BCAT for publicizing non-
commercial, non-partisan notices, activities, and events of interest and / or benefit to residents of Bedford.
Community Bulletin Board Request Forms are available to individuals and organizations via BCAT's
website www.bedford.tv, or by contacting BCAT staff. Anyone wishing to post an announcement on the
Community Bulletin Board is required to complete a CBB Request Form the first time (per organization or
event). Subsequent postings can be emailed to cbb@bedford.tv. Submissions can take up to a week to
post; it is recommended to submit requests 3-4 weeks in advance of the event.
6.2. Channel Time
Any Bedford resident may request to cablecast a program(s) on the access channels. All programs
submitted for cablecast shall be accompanied by a completed Program Release Form and full disclosure of
contents, and an opportunity to screen. It is the responsibility of the presenter / producer to alert staff of
any questionable content in the requested program, particularly if it may not be appropriate for younger
viewers. BCAT reserves the right to require an appropriate disclaimer on any program.
Any presenter / producer wishing to cablecast a program on Bedford's access channels must submit a
completed production (DVD-R or Mini DV) (live or live to tape productions can submit the night of the
production ) and a Program Release Form at least two weeks in advance of requested time for scheduling
purposes. Presenters / producers must submit three new consecutive programs before they receive a regular
time slot in the program schedule. In order to maintain a regular time slot, a presenter / producer must
submit a new Program Release Form every thirteen weeks and commit to presenting / producing the set
number of programs as determined by the presenter / producer on the Program Release Form. Failure to
submit a completed Program Release Form and / or present / produce the requested programming as agreed
upon by the presenter / producer, may result in loss of regular time slot. Frequency of new programming
submitted by presenters / producers determines frequency of cablecasts on the access channels.
Channel time is scheduled by BCAT staff who will try to accommodate all reasonable requests. For each
program submitted, the following considerations will determine the scheduling of channel time:
· Where the program is / was produced.
· Timeliness of program.
· Regularity of programs.
· Repeat, live or first run program.
· Date of receipt of Program Release Form.
· Availability of channel time.
6.3. Preparation Requirements
Before cablecast, all videotapes must be clearly labeled on the tape case and cassette with the following:
1. Producer and / or presenter's name.
2. Title of program(s).
3. Exact running time (hours, minutes, and seconds).
The beginning of all programs produced in Bedford should, when applicable, begin with ten (10)
seconds of black only. The end of all programs to be cablecast should, when applicable, have the
following:
1. Appropriate credits.
2. Producer and / or presenter's name.
3. "Produced with facilities provided by Bedford Community Access Television, Inc.".
4. 30 seconds of black.

6.4. Technical Requirements
1. All programs must be submitted on DVD-R (NO MENUES) or Mini DV tape. Only one program
per DVD or tape.
2. Video and audio quality of all programs to be cablecast must be consistent and of sufficient level
to permit adequate reproduction by transmission equipment.
BCAT staff reserves the right to withhold the cablecast of any program which does not meet preparation
or technical requirements.
6.5. Prohibitions and Clearances
BCAT members and program producers/presenters are fully responsible for the content of their program
material. The following material is forbidden for presentation on the Bedford Public, Educational, and
Governmental Access Channels:
1. Any obscene and / or other programming prohibited by applicable law(s).
2. Any lottery information.
3. Any material designed to promote the sale of commercial products or services.
4. Any invasion of privacy.
5. Any violation of trademark, copyright, or publicity rights prohibited by applicable law(s).
6. Any illegal or otherwise prohibited activity.
BCAT members and program producers/presenters are responsible for obtaining, in writing, release
forms, minor permission forms, all necessary approvals, clearances, licenses, etc. for the use of any
program material which the producer/presenter submits for cablecast. These may include, but are not
limited to: broadcast stations, networks, music licensing organizations, performer's representatives, and any
and all other persons as may be necessary for authorization to cablecast program material.
A responsible adult shall verify, in writing, that authorization has been obtained concerning use of any
equipment by a minor and / or appearance of any minor and / or that all necessary approvals / licenses have
been obtained, for a program to be cablecast. Such adults shall be responsible for liability resulting from
the use of equipment by, or any appearance of a minor.
6.6. Ownership
The copyright for program content produced using BCAT equipment/facility is retained by the producer.
BCAT retains a copy or master tape of all programs produced using BCAT equipment and retains the right
of unlimited cablecasts.
No individual may receive any financial benefit / remuneration from programs produced using BCAT
equipment in accordance with BCAT's 501 (c)(3) non-profit status, unless through an awarded grant.
6.7. Underwriting and Grants
BCAT members are encouraged to apply for and receive underwriting or grants to aid in the
development and production of programs. Donations can be in the form of goods, services, and
contributions. When monetary consideration is received, the producer is encouraged, but not required, to
make a donation to BCAT unless it violates the terms of the grant. Staff must be informed, in advance,
about any such underwriting. Credits must follow non- profit, non-commercial advertising/underwriting
guidelines in 4.1.

6.8. Political Programming
BCAT makes available its production and cablecasting facilities as an open forum and encourages
political discussion of issues and candidates.
1. Political programming:
a) Debate programs are non-partisan: All candidates are invited and all referendum
viewpoints may be expressed.
b) Advocacy programs are partisan: All candidates may or may not be invited and all
referendum viewpoints may or may not be expressed.
c) BCAT partisan policy is to proactively offer equal opportunity to all candidates
nominated for said announced office.
d) Election coverage.
2. A BCAT member must follow the BCAT Policies & Regulations to use BCAT facilities to
present / produce political programming.
3. All programs submitted for cablecast shall be accompanied by a completed Program Release
Form .
4. The Community Bulletin Board may not be used for political advocacy.
7. Violations
In order for the BCAT Policies & Regulations to be effective and to keep operations running smoothly,
the following penalty system has been instituted. There are two types of violations which may result in
restrictions on a member. The BCAT Executive Director and / or staff are authorized to issue violations.
Violations will be issued in writing within one week of violation.
7.1. Minor Violations
Minor violations may result in a verbal or written warning, or membership suspension up to 90 days.
These may include, but are not limited to:
1. Failure to cancel a reservation in accordance with section 0. Commercial advertising is prohibited
on the access channels. Acknowledgment of underwriting by businesses, organizations,
or grantors providing monetary or other assistance to support BCAT or the production of
a program may be included on our channels. Acknowledgments may include the
underwriter's name/business name, logo, phone number or web address and a brief value
neutral statement describing the underwriter's contribution or product. No call to actions
are allowed per non-profit state laws. Complete information may appear for not-for-
profit organizations.
2. Equipment / Facilities
3. Late pick up or return of equipment without notification and approval.
4. Failure to clean up after using facilities.
5. Eating, drinking, or smoking in non-designated areas.
6. Handling off-limit equipment or being in off-limit areas.
7. Failure to comply with BCAT's Policies & Regulations.
7.2. Major Violations
Major violations may result in a minimum 90-day suspension of membership. These may include, but
are not limited to:
1. Abusive language and / or actions.
2. Commercial, profit-making, or personal use of BCAT facilities and / or equipment.
3. Theft or abuse of equipment, including attempted repair, rewiring, etc.
4. Falsifying forms.
5. Misrepresentation to others of member's status or affiliation with BCAT.
6. Use of BCAT equipment without staff permission.

7. Being under the influence of drugs (including alcohol) or bringing such substances into BCAT
facilities.
8. Bringing weapons on the premises occupied by BCAT.
9. Failure to comply with BCAT's Policies & Regulations.
The staff of BCAT exclusively reserves the right to enforce the BCAT Policies & Regulations. The
BCAT Board of Directors and staff both reserve the right to permanently revoke the right of membership of
any individual, family, or organization / business whose behavior violates the Policies and Regulations of
BCAT.
7.3. Grievance Procedure
Members are encouraged to resolve difficulties on the staff level. If a difficulty cannot be resolved at the
staff level, a member may request an appeal. To file a formal complaint, the following steps are required:
1. The BCAT member is required to submit any grievance, typewritten, to the BCAT Executive
Director and/or Board of Directors within seven working days from the date of the incident.
2. The BCAT Executive Director and/or Board of Directors will review the grievance and render a
decision in a timely fashion.
3. Should the decision of the BCAT Executive Director and/or Board of Directors not satisfy the
BCAT member, the member may file a written request for review by the Board of Directors. The
decision made by the Board of Directors shall be final.
8. Responsibility
All BCAT members and guests of the access channels shall indemnify BCAT, its Board of Directors,
and its employees, against any and all liabilities arising out of use of facilities and/or resources, or out of
breach of the BCAT Agreement with Policies and Regulations.
