                          Serve on an OPASTCO Committee
OPASTCO is especially proud of being a member-run organization. The primary forum for member participation is the
Association's committee structure. OPASTCO has many active committees that provide its board of directors with the
basis for OPASTCO's policy decisions and activity plans. These committees are of vital importance to OPASTCO, the
telecommunications industry, and to small telephone companies. Individuals who serve on the committees gain an
increased knowledge of the industry; and companies with employees on OPASTCO committees gain a more valuable
employee as well as become a more informed company.

Please take a moment to review the following list of OPASTCO committees, consider your area of interest, and volunteer
to serve today. Please check the box beside any committee(s) on which you would be interested in serving. (Committee
appointments are made by the incoming chairman based on committee needs and space availability.)

                                           OPASTCO COMMITTEES
                                  (OPASTCO committees are open to all members)

Each committee conducts the activities described below and makes recommendations to the board of directors.

       ASSOCIATE MEMBER - As representatives of all associate members, the OPASTCO Associate Member
       Committee is dedicated to promoting OPASTCO's goals through partnerships with rural Telecommunications
       service providers. Specifically, OPASTCO Associate Member Committee members will energetically work to
       build mutually beneficial relationships with OPASTCO's membership and will make themselves available to
       assist, to provide expertise to, and to act as resources for the OPASTCO staff. (Meetings held Monthly).

       AVERAGE SCHEDULE - provides maximum input into the average schedule process, to the NECA Industry
       Committee and to NECA; recommends positions and comments on NECA average schedule filings.

       BYLAWS - reviews the OPASTCO bylaws and recommends changes to the membership. (Meetings held as
       needed)

       EDUCATION - develops the structure and content of educational programs, including the summer and winter
       conventions. (Weekly conference calls)

       FINANCE - tracks and maintains the financial viability of the association and recommends the annual budget.
       (Meets quarterly)

       LEGISLATIVE POLICY COMMITTEE - responsible for reviewing the impact of proposed legislation, nominations,
       and congressional committee activity upon the OPASTCO membership in consultation with the association's
       other committees as well as planning the annual Legislative and Regulatory Conference. (Meetings held as
       needed)

       MARKETING/PR ­ provides marketing and sales information to assist and educate members in promoting their
       products, services, and new technologies. Develops and provides continued input for all public relations and
       communications projects. (Monthly meetings)

       MEMBERSHIP - leads the association's efforts to recruit and maintain members and to continue to develop
       benefits and services for the association membership. (As Needed)

____   NOMINATING COMMITTEES - makes recommendations to the membership for OPASTCO Board of Directors
       (Appointed by Chairman only)

       RUS - develops OPASTCO positions in matters regarding rural development and Rural Utilities Service issues
       before the FCC, Congress, the courts, and other regulatory agencies as directed by the policies set by the board.
       (Meetings held as needed)

       SEPARATIONS, ACCESS, AND USOA - develops OPASTCO positions in matters related to Parts 32, 36, 61,
       64, 65, and 69 of the FCC's rules. (Meetings held as needed)
       TECHNICAL - provides guidance in developing OPASTCO's understanding of and positions on issues of a
       technical nature, including new services and network technologies. (Meets quarterly)

____   VIDEO & BROADBAND COMMITTEE - The Video and Broadband committee develops OPASTCO positions in
       matters regarding video and broadband issues before the FCC, Congress, the courts, and other regulatory
       agencies, as directed by the policies set by the Board of Directors; and helps educate members about
       developments in these important industry segments." (Meetings held as needed)

       MOBILE WIRELESS - Develops OPASTCO positions in mobile wireless matters before the FCC, Congress, and
       other regulatory agencies, as directed by the policies set by the Board of Directors. (Meetings held as needed)
