Special Hauling Permits
REQUIREMENTS AND PROCEDURES
A City of Philadelphia Special Hauling Permit is required:
1. When traversing any city street or state highway in the City of Philadelphia and a vehicle and/or load is:
a) Over 8'-0" wide (8'-6" for non-divisible loads operating on highways having a width of 20' or more).
b) Over 13'-6" high
c) Over 40'-0" long as a single vehicle
d) Over 60'-0" long as a combination vehicle
e) Over 70'-0" long as a combination transporting articles that are non-divisible as to length
f) Over 80,000# or the maximum gross vehicle weight
2. When traveling on Interstates exclusively, only a PennDOT permit is required
In most cases, a PA Department of Transportation permit will also be required (Phone: 610-205-6786)
A City of Philadelphia Police Escort (Phone: 215-685-1554) is required:
1. When traversing any city street or state highway in the City of Philadelphia and a vehicle and/or load is:
a) Over 11'-5" wide
b) Over 14'-0" high
c) Over 75'-0" long
d) Over 145,000#
e) When either the Streets or Police Department deems it necessary due to the nature of the proposed move
f) When traveling only on Interstates, PennDOT requirements apply.
2. For all Super Loads
Super Load Application Requirements:
1. If route includes any City of Philadelphia maintained bridges: $5,000,000 in Excess/Umbrella Liability coverage
2. If route ONLY includes PennDOT maintained bridges (no City bridges): $2,000,000 in Excess/Umbrella Liability coverage
What information must be provided by the applicant:
1. Material to be moved.
2. Origin and destination within City limits.
3. Truck/Tractor license number, Trailer license number, and the states in which they are registered.
4. Length, height, and width of vehicles both with and without material to be moved.
5. Gross Weight of vehicles. (a) Axle loadings and spacing.
6. Proposed route.
7. Name and signature of person applying.
When moves can be made:
1. Monday thru Friday: (a) 10:00 a.m. thru 3:00 p.m. (b) 7:00 p.m. thru 7:00 a.m.
2. Saturday: (a) 10:00 a.m. thru 3:00 p.m.
3. Saturday Evening and Sunday: Cause must be shown why a proposed move cannot be made during weekdays.
4. Holidays, snow days, and other emergency days: No moves are permitted.
5. Permits are issued for five (5) consecutive days.
6. Super Loads may be restricted to the late evening hours or Saturday afternoon (especially in Center City).
Where a permit is obtained, its cost, and time required to process:
1. Applicant may apply via fax (215-686-5059) or in person.
2. Permits cost $15.00 plus $0.03/ton-mile traveled on City maintained streets. No ton-mile charge on state highways.
3. Bridge Section personnel will return all approved applications within three business days.

GENERAL CONDITIONS RELATIVE TO MOVEMENT UNDER SPECIAL HAULING PERMITS
No. 1 - Permits issued by the City of Philadelphia will apply to those highways under the jurisdiction of the City. When the highway is not under the control
of the City, permission must be obtained from the Commonwealth of Pennsylvania, Department of Transportation, 610-205-6786.
No. 2 - Responsibility: (a) By accepting a permit, the permittee agrees to pay any claim for personal injury or property damage which may occur in
connection with the operations under this permit and in the event any claim is made against the City or any department officer or employee thereof,
though, by reason of, or in consequence of any act or omission, the permittee shall defend, indemnify, and hold them and each of them harmless
from any claim. (b) By accepting a permit, the permittee agrees to repair at his own expense and to the satisfaction of the City any damage to
highways, bridges, or other structures, above or below ground, which may occur in connection with the operation under the permit.
CERTIFICATION: I hereby certify that I have read the rules printed above and have made or will make satisfactory arrangements with the proper
authorities to cross all structures and highways not under the jurisdiction of the City and which are designated as State highways or Interstate routes. I
further certify that the statement contained herein are true and correct to the best of my knowledge and belief. I understand that if I knowingly make any
