Division of Finance Fact Sheet
The Division of Finance provides accounting, payroll, and travel services to State
government. This mission is accomplished by operating and maintaining:
· AKSAS, the statewide accounting system that makes payments to vendors and
grantees, and serves as the general ledger and budgetary control for the State.
o Operational since 1985; mainframe batch processing and online access
o Homegrown system written in COBOL and Natural
o 2,500 users in all three branches of government
o Recorded 1,186,025 payments in FY 2007, 58% made directly from AKSAS
o 7,937 Form 1099-MISC reports issued for 2007
· AKPAY, the statewide payroll system that makes payments to employees.
o Operational since 1990; mainframe batch processing and online access
o Customized vendor package written in COBOL, SAS, and assembler
o 900 users in all three branches of government
o About 390,000 paychecks issued annually
o 21,265 W-2s produced for 2007
· ALDER, a data warehouse reporting system that gives employees access to data
from AKSAS, and eventually AKPAY and Workplace Alaska.
o Currently under development
o Uses Business Objects as the user interface and SAS on the mainframe
· A comprehensive web site containing policies, procedures, forms, worksheets,
FAQs, and other tools that help employees understand and follow State rules
applicable to financial, payroll, and travel processes.
· A statewide One Card payment program for travel and procurement purchases.
o New contract with U.S. Bank beginning January 2008
o 6,589 cards and ghost accounts
o $55 million purchases in FY 2008
· The State Travel Office that serves the Executive Branch with travel
arrangements made by a contract travel agency.
o Operational since 2005
o 125,864 trips arranged during FY 2007
· State Single Audit Coordinator Office
o Reviews and distributes about 330 audits to State agencies annually
In addition, the Division publishes Checkbook Online and prepares the Statewide Single
Audit Report, the Statewide Cost Allocation Plan, the Compensation and Travel Report
of Executive Positions, the Comprehensive Annual Financial Report, and various tax
returns and reports.
o Certificate of Achievement for Excellence in Financial Reporting awarded
by Government Finance Officer Association for four consecutive years.
The Division employs 53 people in three locations in Juneau.
Replacing the aging statewide systems AKSAS and AKPAY is the biggest challenge facing
the division in the coming years.
