                            REQUEST FOR PRE-PROPOSALS ­ June 2002

The Indo-US Science and Technology Forum, a non-profit corporation formed under India's autonomous
society act, was created to promote interaction between government, industry and academia in the fields
of science and technology on issues of common concern and mutual benefit to India and the United
States.

In fulfillment of its mission, the Forum is seeking proposals to carry out workshops in either India or the
United States. These workshops would convene Indian and American scientists to discuss the state of
the art in a particular field of science, technology, engineering or medicine and to deliver to the Forum a
snapshot of the field with particular emphasis on India and the US as viewed by the workshop
participants.

The Forum aspires to provide catalytic investment in burgeoning areas of science, technology, and
medicine and, in selecting activities for Forum sponsorship, strongly considers the likelihood of further
interaction beyond the funding capacity of the Forum.

Thus, as a result of Forum-sponsored Workshops, the participants would be encouraged to develop
recommendations in the form of proposals for collaborative scientific work that would result in further
advancement of the field and mutual benefit to India and the United States. The target audience for
proposals resulting from Forum-sponsored Workshops should be established public or private funding
sources in either or both countries.

In this spirit, the Forum is requesting the submission of pre-proposal concept papers for Workshops of
two to four pages in length. The pre-proposal paper would describe in layman's terms the importance of
the subject field to researchers in both countries. The pre-proposals would, for both countries, highlight
the centers of excellence pursuing the frontiers of this field, the target participants for the workshop,
suggestions for venue and timing, and preliminary estimates of funding required, including any funding
provided by other sources.

The Forum would provide support for travel and per diem (within strict Forum guidelines), local
transportation and other meeting costs, and staff time required to develop the workshop activity.

Thus, For purposes of preliminary budgeting, do not include costs of airfare or subsistence as; the Forum
will provide economy class airline transportation for all sponsored workshop participants and per diems
appropriate to the duration and location of the Workshop.

The scale of past Forum-sponsored workshops has ranged from 10-15 international participants and 15-
50 domestic participants. With an eye to the future of scientific relations between India and the United
States, the Forum strongly encourages the participation of young scientists, and the inclusion, to the
extent possible, post-doctoral researchers, and graduate and undergraduate students. By way of scale,
fifty young scientists at different stages in their professional development attended one recent Forum
workshop in India.

Complete guidelines to the information required for the pre-proposal are on the attached sheet. The
Forum would like to receive pre-proposal submissions through the Secretariats by September 3, 2002.
The Forum will review these preliminary submissions and by September 13, 2002 will request that a
limited number of applicants submit detailed proposals. These full proposals should follow the same
guidelines on the attached sheet, listing expected participants, cost details, etc. Full proposals must be
received by October 1, 2002. The Forum will announce its sponsorship of selected activities by
November 4, 2002.
