Background
1. At the last ICRI General Meeting in Washington DC, July 2008, Japan has submitted a
document entitled "4th ICRI East Asia Regional Workshop" including proposal for
organizing the "International Coral Reef Marine Protected Area Network Meeting/4th
ICRI East Asia Regional Workshop" in 2008, as a launch of developing the regional
strategy on MPA networks in East Asia toward 2010. The General Meeting
membership have generally accepted the proposal. The Ad Hoc Committee for the ICRI
East Asia Regional Workshop was established by interested members, and draft terms of
reference (TOR) was agreed by the General Meeting.
2. The Ad Hoc Committee has achieved to undertake most of the tasks stipulated in the TOR
and the detailed concept note of the workshop was developed.
3. The Ad Hoc Committee suggests to continue the committee's work by renewing the TOR
until the next ICRI General Meeting.

Annex 1
DRAFT Concept Note
International Coral Reef Marine Protected Area Network Meeting /
4th ICRI East Asia Regional Workshop
17-19 November 2008, Tokyo, Japan
Background
(i) East Asia region (North-East and South-East Asia) encompasses wide range of rich
and diverse marine and coastal ecosystems including the "Coral Triangle", the global
center of marine biodiversity. Coral Reefs and related ecosystems are sustaining vast
majority of livelihood and economic health of these coastal nations. Yet many of the
reefs are at high risk and need urgent actions to be taken to improve conservation
and management.
(ii) Marine Protected Area (MPA) is recognized as one of the most effective tools to
conserve such marine and coastal ecosystems. In this context, the international
community has committed to develop representative networks of MPAs by 2012 at
WSSD and CBD COP7.
(iii) ICRI has a role to facilitate the global efforts in conserving coral reefs and related
ecosystems and reversing their degradation, and have encouraged its members to
take urgent actions in the Recommendation on Developing MPA Networks adopted at
the General Meeting in Tokyo, April 2007. The current joint MexicoUS ICRI
Secretariat also prioritise enhancing MPAs and to revitalize the regional approach
including through thematic ICRI Regional Workshops in its Secretariat's Plan of
Action.
(iv) Up to now, ICRI East Asia Regional Workshops has been held three times and
developed regional policy documents, such as East Asia Seas Regional Strategy
(1996, Bali), Okinawa Declaration (1997, Okinawa), and East Asia Policy Agenda on
Marine Protected Areas as a Strategy for Coral Reef Conservation and Management
(2001, Cebu). However, implementation of these policies has not been followed-up
afterwards.
(v) Although there have been many regional and national initiatives and programs going
on and some tangible progress have been made in East Asia on MPAs/MPA
networks, most of the countries are still at a developing stage toward MPA global
target and many challenges are remaining.
(vi) To facilitate conservation of coral reefs and related ecosystems through developing of
MPA networks in East Asia, Japan has proposed to organize the "International Coral
Reef Marine Protected Area Network Meeting / 4th ICRI East Asia Regional
Workshop" in 2008 and follow-up meetings in 2009 and 2010. The overall objectives
are to: (1) take stock information of MPA implementation, identifying gaps and
challenges, and (2) to develop a regional strategy as a basis for regional cooperation
and to support national efforts. The workshop in 2008 will be placed as a launch of
development process of the regional strategy on MPA networks on coral reefs and
related ecosystems in East Asia which is targeted until 2010.
(vii) These concepts have been accepted in the ICRI General Meeting in Washington DC,
January 2008 and Ad Hoc Committee on ICRI East Asia Regional Workshop was
developed to discuss and plan for the workshop in 2008.
Objectives
(i) To bring together policy makers, MPA managers, experts and practitioners in East
Asia and other regions to increase understanding of status and challenges of
MPAs/MPA networks and discuss on how East Asian countries can enhance
developing MPA networks on coral reefs and related ecosystems toward 2012 global
target including through global perspectives.
(ii) To plan the way forward until 2010 as a preparatory meeting including development
of regional strategy and provisional TOR of possible meetings and activities in 2009
and 2010.
Expected outputs
(i) To take stock information on the global/regional/national status, challenges, and best
practices of MPAs/MPA networks of coral reefs and related ecosystems, by:
· Presenting case studies on status of planning and implementation, good practices
and challenges at global, regional and national levels particularly from East Asian
countries; and
· Compiling a review on relevant regional policies, initiatives and programs
including status of MPA database at regional and national level.
(ii) Provisional plan for development of the regional strategy on MPA networks on coral
reefs and related ecosystems in East Asia, including:
· Further development of the regional MPA database "Coral Reef MPAs of East
Asia and Micronesia"
· Framework for development of social network on MPA.
· Development of the regional ecological MPA networks.
(iii) Provisional TOR of possible 2009 and 2010 meetings.
· Objectives, expected outputs, time frame, locations, agenda, etc.

· The workshop will be co-hosted by the Ministry of the Environment, Japan (MoE),
and ICRI Secretariat.
· Japan Wildlife Research Center is designated as to support MoE in workshop
preparations and logistics.

Funding
Funding to organize the regional workshop in 2008 including costs related to administration
of the meeting, logistics and travel support for some participants have been prepared by
Japan.

ICRI GMs pages, including agenda and documents, travel and accommodation, and
registration. Any countries (including non-East Asian countries) and organizations that are
interested in the workshop can participate by their own expenses.

Preparation of reference materials
Relevant information on the past and ongoing global, regional and sub-regional policy
framework and commitments, etc. will be compiled before the workshop and provided to
participants as the reference materials for the workshop. All the relevant documents in the
reference materials as well as documents developed during the workshop will be copied in
CD and distributed to participants. This helps to achieve paper less meeting.
Pre-workshop Questionnaire survey
In order to grasp and clarify the current status, common challenges, interests in the
workshop, etc. of participating countries in East Asia before the workshop, questionnaire
survey will be conducted. The feedbacks will be analysed and presented in the workshop as
well as to be provided to co-chairs and facilitators for their consideration to identify priority
discussion topics.
MPA database development
It has been suggested that there needs to be a review of the status and needs assessment
of the MPA database in order to avoid duplication and to identify the demands particularly
from East Asian countries. Thus, the review on existing and planned MPA database (i.e.,
global, regional, and national level) and questionnaire survey to participating countries (which
will be included in above survey) will be conducted before the workshop. The results of the
review and analysis will be presented in the breakout group discussion session in Group 3,
and is expected to serve as the basis for discussion. It is expected that Group 3 will come out
with proposed development plan of the MPA database. Funding for the initial development
phase of the MPA database has been secured.

In order to discuss detailed agenda procedure and logistical preparation of the workshop,
preparatory meeting by the organizers, co-chairs, and facilitators will be held few months
ahead of time.

existing and future relevant programs and opportunities.

All posters will be exhibited in one large room and space will be available for

4. Workshop B. Parallel breakout session
The objective of this session is to discuss on the provisional plan of development of
the regional strategy by parallel discussions on three key areas.
All participants will be divided into three groups based on sign-ups at the poster
session in Day 1. Maximum number of participants per each group will be equalized.
Each group will have facilitator(s) to facilitate the discussion with a note-taker. Each
group may have some case study presentations as an input to facilitate the
discussion.
Discussion in Day 2 will start from brainstorming on what we should be doing to
develop/strengthen MPAs/MPA networks on coral reefs and related ecosystems in
East Asia toward 2010/2012 in both regional and national level.

Terms of Reference for the ICRI East Asia Regional Workshop
Ad Hoc Committee
1. The following tasks are to be done by the ICRI East Asia Regional Workshop Ad Hoc
Committee as preparation, organization, and follow-ups for the workshop in 2008, and
preparation for the workshop in 2009:
a. Further develop workshop agenda and other relevant materials, and post on ICRIForum;
b. Prepare and organize the preparatory meeting by the workshop organizers, co-chairs
and facilitators (tentative time/location: September 2008, Tokyo);
c. Provide necessary arrangements and supports to expected participants (e.g., invitation
letter, travel, visa, etc.);
d. Organize the workshop;
e. Draft workshop summary and circulate to participants;
f. Post finalized workshop summary on ICRIForum;
g. Develop plans for the 2009 workshop; and
h. Any other matters what the Ad Hoc Committee regards deemed necessary.
2. The activity of the Ad Hoc Committee based on this TOR will be reported to the next ICRI
General Meeting, These instruments would be required to be discussed and adopted.
