2007-2008 ANNUAL NOTICES
Professional Qualifications of Teachers
Klickitat School District implements a school-wide Title I program. For 2007-2008,
federal Title I funds are intended to support instructional assistants assigned to the
elementary school. Title I rules require that parents be notified that they may request
information regarding the professional qualifications of the student's classroom teachers.
Parents desiring such information should contact Jerry Lynch, Superintendent, as shown
above.
Highly Qualified Standards for Teachers and Paraprofessionals
Federal legislation, typically referred to as the No Child Left Behind law requires that
students in school buildings served with the use of Title I funds be served by teachers and
paraprofessionals meeting a rigorous set of standards referred to as the High Qualified
Standards. The same rules also require that parents be notified if a child has been
assigned to be taught or has been taught for four or more consecutive weeks by a teacher
who is not Highly Qualified and those parents be informed about the child's progress in
each of the state academic assessments in such circumstances. It is important for parents
of Klickitat School District to know that all teachers and paraprofessionals (instructional
assistants) meet the appropriate Highly Qualified Standards.

Equal Access to Program Opportunities
The district shall provide equal educational opportunity and treatment for all students in
all aspects of the academic and activities program without regard to race, creed, color,
national origin, sex, sexual orientation or non-program-related physical, sensory or
mental disabilities according to RCW 49.60, Law Against Discrimination. District
programs shall be free from sexual harassment. Examples of program opportunities

include enrollment in the basic education program, participation in remedial or
specialized instruction, use of district transportation and specialized services,
participation in co-curricular programs, field trips, special events and recognitions.

Grievance Procedure for Complaints Alleging Discrimination
Rules for schools receiving Title I funds also require the adoption and publishing of a
grievance procedure for providing prompt and equitable resolution of student and
employee complaints alleging discrimination based on sex, race, color, national origin, or
disability or any other basis prohibited by law. The district's grievance procedure is
displayed in the procedural component of Klickitat School District Policy 5010 and is

Homeless Children and Youth
To the extent practical and as required by law, the district will work with homeless
students and their families to provide stability in school attendance and other services.
Special attention will be given to ensuring the enrollment and attendance of homeless
students not currently attending school. Homeless students will be provided district
services for which they are eligible, including Head Start and comparable pre-school
programs, Title I, similar state programs, special education, bilingual education,
vocational and technical education programs, gifted and talented programs and school

Safe and Drug Free Schools
Through a consortium with Education Service District 112, Klickitat School District
participates in a Safe and Drug Free Schools program. Key elements of the Safe and Drug
Free Schools program include the following:
· A comprehensive prevention plan
· Publishing of appropriate and effective school discipline policies
· Security procedures
· Prevention activities designed to create and maintain safe and drug free
environments
· District crisis management plan for responding to traumatic incidents on school
grounds

· Implementation of drug-free, tobacco-free, and gun-free schools policies
· Implementation of anti-harassment, bullying, and intimidation policies

Use of Pesticides and Pesticide Management
The Klickitat School District is concerned about the health and safety of its students and
staff. Therefore, in handling pest and vegetation control, the maintenance staff uses a
minimum of pesticides including physical, mechanical, cultural, and biological methods
as primary controls. As a last resort, the least toxic chemical controls are used, including
the following pesticides:
Herbicides: for weed control in landscaped areas, lawns and fields.

Pesticide Notification, Posting and Record Keeping
The Klickitat School District complies with all legal requirements for record keeping
regarding its pest control practices and planned activities at individual schools and sites.
This includes the following notification and pre-notification procedures:
Notification: At least 48 hours before the application of a pesticide to school facilities
or school grounds, the District shall notify parents and staff of the planned application in
writing. A written notice will be sent home with students and a copy of these notices will
be saved in a registry.
The pre-notification to be sent to students and staff and will include the product name of
the pesticide to be applied, intended date and time of the application, physical location
where the pesticide will be applied, pest or vegetation to be controlled and the name and
phone number of a contact person at the school. (If the application is not made within 48
hours of the pre-notification, the process must be repeated.)
In addition, the pre-notification information will be displayed on a poster, minimum size
of 8 ½ x 11 inches, and posted in a prominent location in the school main office.
Pre-notification is not required in four instances:
1. The school facility application is made when students are not occupying the
school for at least two consecutive days after the application.

2. The application is to control any pest that poses an immediate human health or
safety threat, such as an application to control stinging insects. In such cases
notification will be made as soon as possible after the application.
3. The application is of an antimicrobial pesticide, which sanitizes or disinfects
for microbial pests such as viruses, bacteria, algae and protozoa.
4. The placement of insect or rodent bait in areas not accessible to children.
Posting: at the time of application to school grounds
Notification signs shall be placed at the location of the application and at each primary
point of entry to the school grounds. The signs shall be no smaller than 4 by 5 inches. At
a minimum the following words shall be included: "THIS LANDSCAPE HAS BEEN
RECENTLY SPRAYED OR TREATED WITH PESTICIDES BY YOUR SCHOOL.
FOR MORE INFORMATION PLEASE CALL MIKE SCHLANGEN, OPERATIONS
MANAGER AT 369-4195."
Notification signs shall remain in place for at least 24 hours from the time the application
is completed or longer if required by the label of the pesticide. These signs are required
even if students will not occupy the grounds or facility for 48 hours after the application.
Notification signs are not required for the application of antimicrobial pesticides or the
placement of insect or rodent baits that are not accessible to children.

For the purposes of this procedure, a school facility is defined as the interior or exterior
of a structure or a school bus. Notification signs no smaller than 8 ½ x 11 inches shall be
posted at the location of the application and shall include, at a minimum, the following:

controlled and the name and phone number of a contact person at the school.

Record-Keeping
The District employee applying a pesticide shall fill out the "Pesticide Application
Record" (State of Washington Department of Agriculture Form 4226 or 4235) the same
day as a pesticide application occurs. These records shall be compiled in a database to
include, at a minimum, the following information:
1) Product name of all pesticides used during the previous year.
2) Active ingredient of all pesticides used during the previous year.
3) Quantities of each pesticide applied by active ingredient and by amount of tank
mix applied.
4) Names of the schools where pesticides were applied.

An annual summary of pesticide use will available in database report and made available
to interested persons. Copies shall be kept in the Klickitat School District Office and each
school office.
