                                  2006 ­ 2007 ANNUAL EEO PUBLIC FILE REPORT

       The purpose of this EEO Public File Report ("Report") is to comply with Section 73.2080( c)(6) of the FCC's 2002 EEO Rule.
This Report has been prepared on behalf of the Station Employment Unit that is comprised of the following stations: KVAL TV,
KCBY TV and KPIC TV and is required to be placed in the public inspection files of these stations, and posted on their Websites.

       The information contained in this Report covers the time period beginning September 22, 2006 to September 28, 2007 (the
"Applicable Period").

       The FCC's 2002 EEO Rule requires that this Report contain the following information:

1.     A list of all full-time vacancies filled by the Stations comprising the Station Employment Unit during the Applicable Period;
2.     For each such vacancy, the recruitment source(s) utilized to fill the vacancy (including, if applicable, organizations entitled to
       notification pursuant to Section 73.2080( c)(1)(ii) of the new EEO Rule, which should be separately identified), identified by
       name, address, contact person and telephone number;
3.     The recruitment source that referred the hiree for each full-time vacancy during the Applicable Period;
4.     Data reflecting the total number of persons interviewed for full-time vacancies during the Applicable Period and the total
       number of interviewees referred by each recruitment source utilized in connection with such vacancies; and
5.     A list and brief description of the initiatives undertaken pursuant to Section 73.2080( c)(2) of the FCC Rules.

For purposes of this Report, a vacancy was deemed "filled" not when the offer was extended but when the hiree accepted the job offer.
A person was deemed "interviewed" whether he or she was interviewed in person, over the telephone or by e-mail.

Section III: Narrative Description of Initiatives Undertaken during this year. (Include dates of job-fairs, names of station
employees who attended, short description of activities that occurred, etc.)

Initiative: Fisher Broadcasting Minority Scholarship

Date of Activity: May and June 2007

Description of Activity:

Since 1987 Fisher Broadcasting Company has sought to attract minority students into careers in broadcasting with annual
scholarships. Fisher's interest in minority broadcasting students goes back many years and has included training programs in technical
areas and on-air. As a result of this nurturing environment, minority employees have made numerous contributions to the standards of
excellence, which have come to personify Fisher Broadcasting and strengthen the diversity of our workplace.

A selected committee of employees from each station reviews the applications and selects the candidate(s) they feel show a need for
the scholarship as well as an interest in broadcasting. In addition to receiving the scholarship some of the recipients also take an
internship at one of the stations, depending on their area of interest (Radio or Television).

Barbara Schoener, Business Manager/HR Manager for KVAL TV, KCBY TV and KPIC TV represents the stations on the Scholarship
Committee.

Initiative: Lane ESD Youth Career Fair

Date of Activity: February 13, 2007

Description of Activity: KVAL TV was the exclusive television sponsor of this Fair. It also sponsored a booth with KVAL
employees Anne Olson, Wade Hughes, Michelle Novak, Wade Hanel, David Walker, Liz Gill, Colby Huling, Steve Murray, Dan
Stoe, Jane Chase, Todd Wiley, Seth Wayne, Shelley Kurtz, Amanda Bloomer and Paul Greene offering broadcast career information.
SECTION III (Continuted)

Initiative: Willamette High School Debate Class/Arts/Journalism sequence. This is a career exploration class that allows students to
interview professionals in their field of interest.

Date of Activity: March 8, 2007

Description of Activity: Ms. McMichaels, a KVAL Creative Services Producer/Director, went to Willamette High School to speak,
answer questions and present a short DVD of TV spots. It was part of series of visits of different careers in journalism and arts
oriented media. She spoke for about 40 minutes.

Initiative: Internships at KVAL TV

Date of Activity: October 2006 through September 2007

Description of Activity: Five journalism students from the University of Oregon interned in the News and Sports Departments.

Initiative: Chamber Business Fair

Date of Activity: October 5, 2006

Description of Activity: KPIC TV was the exclusive television sponsor and also sponsored a booth with KPIC TV employees offering
broadcast career information.

Initiative: Internships at KPIC TV

Description of Initiative: Two English and Journalism students from Roseburg High School
