                       ADMINISTRATIVE ORDER NO. 232

                         SOCIAL WELFARE REFORMS

WHEREAS, the Arroyo Administration plans on working hard the next two years to
fulfil its Philippine Reform Agenda;

WHEREAS, there is still time to generate social impact if efforts are targeted;

WHEREAS, a Presidential Task Force to assess, plan and monitor the entire
educational system was created, headed by Ateneo President Father Bienvenido
Nebres and Secretary Romulo Neri, who was designated Acting Chairman of the
Commission on Higher Education for the purpose;

NOW THEREFORE I, GLORIA M. ARROYO, President of the Republic of the
Philippines, by the powers vested in me by law, do hereby order:

Section 1. The existing programs of the Department of Social Welfare and
Development, the Department of Health, the Government Service Insurance System,
the Social Security System (SSS), and other agencies dealing with social welfare shall
be clustered together in to a national social welfare program that directly addresses
the impact of the adverse global environment.

Section 2. The work of clustering shall be headed by the Administrator of the SSS,
who shall be granted Cabinet rank.
