The Monthly meeting of the MVA Board of Directors was called to order by Justice
Baxter at 6:21 on February 7, 2007. Eleven board members were present
constituting a quorum. The minutes of January 3, 2007 stand approved as mailed.
Moved by Falconer, seconded by Shea and the motion passed unanimously.
Introductions were made.

ALL ABOUT SECURITY AGENCY ­ Eric Jefferson was unable to attend. The
contract with AASA began February 1st. Contract details: $1900/month includes two
vehicle patrols, one walking patrol five days per week, Montclair Parking Garage at
closing six days per week.

OAKLAND POLICE ­ Murray Hoyle, et all. Discussion about lack of police
presence in Montclair, illegal vendor on sidewalk, graffiti on the weekends. Lt. Meeks
is the person to contact with specific requests for extra coverage. PLEASE REPORT
ALL ILLEGAL ACTIVITY INCLUDING ILLEGAL VENDORS ON SIDEWALKS TO OPD AT
777-3211 OR COMPLETE A CITIZEN CRIME REPORT AT www.oaklandpolice.com.

PACIFIC NATIONAL BANK ­ Linda Foss. California Savings Bank has changed it's
name to Pacific National Bank (Linda Foss came up with the new name!). The branch
remodel is beginning in January and will take approx. 7 to 8 months to complete.
The work will obstruct the sidewalk and will have impacts on traffic but most of the
work will be done at night. The coordinator of the remodel will attend the March
meeting to provide more details.

PROPOSED TRAFFIC SIGNAL AT MOUNTAIN & LA SALLE AVE ­ Wlad
Wlassowsky, City of Oakland Transportation Services Manager. The City has
budgeted funds for a traffic light at the corner of Mountain & La Salle. The
Beautification Committee was informed of these plans while discussing the
streetscape project with City staff. The MVA submitted questions which will be
distributed as a separate document along with the answers from the City. A public
meeting will take place before the City moves forward with the project because of
concerns from the Board.

ADMINISTRATION UPDATES: Helen Wyman.
     ADP Proposal ­ Proposal submitted to MVA asking to partner with ADP
     Payroll. No motion was made.
     NCR Update ­ Nothing to report yet. BID Managers will meet this month to
     discuss our position moving forward.
     Newsletter - mailed.
     Jazz & Wine ­ The sponsorship packets were distributed to the Board.
     Jacque will attend March meeting to give an update.

       MVA Yahoo Group ­ Please join montclairvillage@yahoogroups.com.
       SavMart ­ Montclair Community Yahoo Group discussion about SavMart's
       plans for the Montclair location. Richard Cowan is facilitating the meeting with
       residents and SavMart but it will not be until March at the earliest. Will direct
       appropriate person to the MVA when contact is made. The Board did not want
       to be part of the meeting.
       Stephanie Canessa State Farm Agent ­ Office located on Merced. Used to
       be part of MBA, would like to join MVA. Helen will include her in the BID by
       adding the address to the database sent to the Business Tax Department.

COMMITTEE REPORTS:

ORGANIZATION: Justice Baxter
    Security ­ AASA is willing to stakeout the Village at night in hopes of
    catching the graffiti culprits.

TREASURER'S REPORT ­ Helen for Tom Revelli
The checking account has $3500 in checking and the general CD has $6,500. The

PROMOTION: Linda Foss
The Promotion Committee meets every other Friday at 10 am at California Savings
Bank. All are welcome.
Projects for 2007:
       2007 Directory ­ Milton Cheng, owner of Snapshot Mosaics and the MVA
       graphic designer will work on a new style for the MVA directory. He will work
       within our budget. If you have any suggestions or comments regarding the
       directory, please call Milton at 339-3053.
       Special Events ­ Blue Moon Productions would like to submit proposals for 4th
       of July Block Party, Halloween, and the Holiday Stroll. Surveyed businesses to
       gage interest, received very few responses back.

BEAUTIFICATION/LAND USE: Claudia Falconer
     Coldwell Banker Update ­ ADA requirements are stalling the building
     permit application process. Not fined once application is in.
     Maintenance ­ A letter was sent to Roger Boaz, stating that since he has
     not met the insurance requirement, we have opted to use another company
     for steam cleaning. Roger has requested that the MVA pay for the insurance
     which is not a consideration at this time.
