Dear Mr. Attorney General:
In compliance with the President's Executive Order, David R. Mould, Assistant
Administrator for the Office of Public Affairs, has been appointed our Chief Freedom of
Information Act Officer.
The National Aeronautics and Space Administration has been a strong advocate of
the Freedom of Information Act, and we vigorously support the President's initiatives in
improving the disclosure of Government information to the public.

Effective: May 1,2006
Authority: Executive Order 13392 and 14 CFR $1206.503
In accordance Executive Order 13392, I have appointed Stephen L. McComell as the
agency's Chief, FOIA Public Liaison Officer, and will be responsible for;
(1) Making initial determination on agency FOIA requests, including;
a. Deciding whether unusual circumstances exist as would justify the
extension of the time limit for making the initial determination, under
$ 1206.608;
b. Granting fee waivers under $1206.702;
c. Making initial denial determinations, under $1206.603 and $1206.604.
(2) Preparing the annual reports required by $1206.900;
( 3 ) Maintaining the Agency's FOIA program in compliance with Title 5, U.S.
Code, $552, while serving as the agency's Principal FOIA Officer;
(4) Providing technical and operational supervision to the NASA FOIA Public
Service Centers.
Also, Judi Hollingsworth is appointed as the agency's Deputy Chief, FOIA Public
Liaison Officer, and will be responsible for;
Receiving public requesters concerns or complains about the service received
fiom the FOIA Requester Service Centers, and;
Assist the Chief, FOIA Public Liaison Officer in providing supervisory
oversight essential for our dispersed subordinate elements. Providing technical
and operational supervision to the NASA FOIA Public Service Centers.
This authority is delegated for an indefinite term, or until superseded.
