Background

Impact Capital seeks qualified applicants for the position of Program Officer. Impact Capital has
offered financing and capacity-building programs to assist nonprofit organization engaged in
affordable housing and community and economic development since December 1993. Impact
Capital delivers its programs as the Northwest affiliate of the Local Initiatives Support
Corporation (LISC), a national intermediary that has served Washington State since 1988.

Impact Capital is a nonprofit Community Development Financial Institution (CDFI) which is
governed by a statewide Board of Directors representing private corporations and philanthropy,
government, consumers and other individuals active in housing, community and economic
development. It operates two loan funds; WA Community Development Loan Fund (CDLF) that
offers, high risk, interest free, non-recourse Predevelopment Loans; and WA Community
Investment Fund (CIF) that provides a series of specialized short-term financing products that
are recourse to the borrowers and bear interest. The loan products are available to community
development corporations, nonprofit organizations, housing authorities or tribes undertaking
affordable housing, community or economic development projects.

Job Description

The Program Officer's primary responsibility is to underwrite, close and manage loans under
both the WCDLF and the WCIF loan pools. Impact Capital does high touch lending, so a major
component of the work is providing technical assistance to borrowers throughout the process.
While the position does not carry a specific geographic focus, in general this Program Officer
will underwrite and close loans in Western Washington. Program Officers in the Lending
Program are often called upon to provide their technical expertise on Capacity Building
programs, such as assisting in portfolio evaluations as part of an Asset Management technical
assistance contract.

Responsibilities include

   Analyze and underwrite housing and other real estate based economic development projects
   serving low-income populations throughout Washington State;
   Prepare detailed written underwriting assessment of loan requests and present
   recommendations to the Loan Committee or Chief Executive Officer;
   Close loans, approve loan disbursements, and manage loan portfolio;
   Provide technical assistance to organizations requesting Impact Capital loan funds;
   Represent Impact Capital at local consortia, conferences, etc.;
   Outreach and marketing;
   Assist in the deliver of Capacity Building programs; and
   Other duties as assigned.

Qualifications

   Bachelors Degree in related field;
   At least five years experience in lending or development of housing or commercial projects;
   Experience in closing real estate transactions either as lender or borrower;
   Experience and/or good familiarity with the operations of non-profit organizations;
   Excellent written and oral communication skills;
   Strong computer skills in word processing and spread sheets, preferably experience with
   Windows, Word, and Excel;
   Demonstrated ability to work successfully with diverse constituencies;
   Proven ability to work effectively with staff and board leadership of non-profit community
   development organizations;
   Ability to work independently; and
   Ability to travel within the State as needed.

Preferred Qualifications

   Familiarity with affordable housing, community, and economic development issues and
   financing sources; expertise in asset management a plus.
   Experience with community development issues in a variety of settings including urban,
   suburban, small town, and rural areas.
   Experience working as a lender, developer, funder, or technical assistance provider to
   community-based organizations.

   Graduate level education in urban planning, business, or related fields or experience in
   community development, neighborhood organizing or social services.

Schedule:

This is a fulltime position.
