Delcan Corporation appoints Cam Marianayagam as Vice President in its Water
Division in Toronto

Toronto, Canada, April 24, 2008 -- Delcan, an award winning, multi-disciplinary engineering,
management and technology consulting firm is pleased to announce that Mr. Cam Marianayagam
has been appointed as a Vice President in its Water Division in Toronto.


                                       Mr. Marianayagam brings more than 25 years of design
                                       and construction experience acquired on a wide variety of
                                       civil and environmental engineering projects. In addition
                                       to his 20+ years of professional experience in Canada, his
                                       global portfolio comprises project experience in Zambia,
                                       Zimbabwe, Botswana, India, China, and Mongolia. Mr.
                                       Marianayagam holds a Masters degree in Environmental
                                       Engineering from the University of Toronto.

                                       In his leadership position as Vice President and Business
                                       Unit Manager, Mr. Marianayagam will be providing
                                       management support for Delcan's water projects in the
                                       region and will also spearhead new business development
                                       initiatives in the Water discipline.
