REGULATIONS
1. NOTICES AND SUBMISSIONS
1.1 Any notice to the Division shall be addressed to the General Secretary.
Notices from the Division shall be deemed to be properly delivered if dispatched by
post, sent by facsimile, telex or electronic mail to the appropriate address or posted on
the web site of the Division. Any notice posted on the web site shall be announced by
electronic mail.
Failure to dispatch a notice in proper time shall not invalidate such notice, or preclude
the subject matter of such notice being placed on the agenda and resolved, if the
General Assembly so decides.
1.2 A submission from a Division Member shall be sent over the signature of a Senior
Officer of that Division Member.
1.3 A submission from an International Class Association shall be accepted if it is sent over
the signature of a Senior Officer of the International Class Association. A copyright
holder/manufacturer of an ISAF- RSD Class may make submissions related to that
class.
1.4 All submissions shall be accompanied by reasons supporting their adoption. In the case
of submissions for changing the Racing Rules or Class Rules, the current rules shall be
quoted and the proposed changes shall be given with the exact words to be inserted
and/or deleted.
1.5 A notice or submission shall be deemed to have been given on the date of receipt by
the General Secretary.
1.6 The General Secretary shall keep a register of addresses of all members of the Division,
the members of the Permanent Committee and the members of the other Committees.
2. APPOINTMENT OF MEMBERS TO COMMITTEES OTHER THAN THE PERMANENT
COMMITTEE
2.1 The General Secretary shall submit to the Permanent Committee, at its meeting
following the General Assembly, an alphabetical list of all candidates for membership of
the Committees submitted in due time by the Division Members.

2.2 Any candidate nominated shall complete a Statement of Commercial Interests setting
out any commercial interests the nominee, and/or his immediate family may have in
radio sailing prior to their nomination being considered by the Permanent Committee for
membership of any committee. In addition nominated candidates shall confirm that they
are able to send and receive electronic mail.
If during the period of tenure there is a change in the status of the Commercial Interest
of the member of any Committee he shall forthwith declare the new commercial interest.
2.3 In selecting the membership of the committees the Permanent Committee shall take
due cognizance of the following:
i) Persons shall be selected for their expertise rather than geographical location, but
no more than two persons from any country shall be included on any committee.
ii) The nominations for membership of the committees made by the Division Members.
iii) The recommendation of Committee Chairperson regarding the composition of their
Committees.
iv) There shall not be a set number of members on any committee.
v) There shall not be a maximum period for any member to sit on a committee.
2.4 A committee may appoint one or more sub-committees. Sub-committees, however,
shall not be entitled to financial support without prior approval by the Permanent
Committee.
2.5 Any Committee Chairperson who does not receive a response to an item of business
from a committee member, within 3 (three) weeks, from the date of the request, may
proceed without that member's input. Committee Chairpersons may propose the
replacement of a committee member who regularly fails to respond.
2.6 In exceptional circumstances Committee Chairperson may reduce the time scale for
replies in Article 2.5 and proceed with the particular item of business as soon as a
majority vote is received. Committee Chairpersons shall retain all voting records until
the item has been ratified, amended or rejected by the Permanent Committee.
2.6 Any member or Chairperson of a Committee appointed by the Permanent Committee
having a personal involvement in any decision shall be a non-voting party to the
process.
2.7 All Committee Chairpersons shall produce prepare an annual report on the work of their
Committee. The report shall be circulated to the Permanent Committee at least 2 (two)
weeks prior to the annual Permanent Committee Meeting.
3. CIRCULARS
3.1 All circulars sent to Division Members by the General Secretary shall be sent to the
members of the Permanent Committee for information.
3.2 All Circulars sent by Committee Chairpersons to Division Members requiring ratification
by the Permanent Committee shall also be sent to the members of the Permanent
Committee.

4. PERMANENT COMMITTEE MEETINGS
4.1 In addition to the requirements of Article 7.7 of the Constitution the Permanent
Committee may meet at such times, as it shall be deemed necessary for conducting the
business of the Division.
4.2 Meetings of the Permanent Committee other than those required by Article 7.7 of the
Constitution may be conducted by electronic mail, facsimile and post.
A minimum of 14 (fourteen) days shall be given for members of the Permanent
Committee to respond to any particular item of business.
4.3 Meetings of the Permanent Committee under Clause 4.2 of the Regulations shall be
formally convened by the General Secretary by the issuing of an Agenda, containing the
items for discussion and the timeframe for submitting motions and/or amendments.
4.4 All motions and amendments thereto shall be formally proposed and seconded and
circulated to all members of the Permanent Committee.
5. RACING RULES COMMITTEE
5.1 The Racing Rules Committee has the responsibility for advising and making
recommendations to the Permanent Committee regarding :
i) Appendix E of Racing Rules for Sailing.
ii) Notice of Race and Sailing Instructions.
iii) Regulations for the Organisation of Championships.
iv) Racing and Observing Systems.
v) Management of Races.
5.2 The Chairman of the Racing Rules Committee may amend any existing rule by means the
Standard Sailing Instructions at any time with immediate effect in response to experience
gained at World, Regional or Continental Championships, that has highlighted a
shortcoming to an existing rule. Such an amendment shall be subject to approval of the
Emergency Committee as provided for in Article 7.8 of the Constitution.
5.3 Appeals to the R.S.D.
On no account will the Division adjudicate upon an appeal against a ruling of a Division
Member arising from an event under the jurisdiction of that authority. There is no
provision in the Constitution of the Division for it to adjudicate on either a protest or an
appeal. It would be inappropriate to form an international appeals committee, since it
would impair the powers of a Division Member, which is autonomous regarding events
within its own jurisdiction and its decisions on appeals are final.

6. TECHNICAL COMMITTEE AND ISAF RSD CLASSES
6.1 The Technical Committee has responsibility for advising and making recommendations
to the Permanent Committee regarding:
(i) The Rules and Recommendations for the Adoption and Control of International
Classes.
(ii) International Class Administration Rules.
(iii) International Class Rules.
(iv) Methods and procedures for measurement of boats and equipment.
Interpretations of Class Rules.
6.2 Where no International Class Association exists
6.2.1 Requests for an interpretation may be made to ISAF- RSD from the following sources
only:
Division Members
National Class Associations
Licensed Builders, Copyright Holders and Manufacturers
Designers of Development Classes
6.2.2 A request received by ISAF-RSD from one of those sources shall be acknowledged.
6.2.3 A Sub-committee consisting of the ISAF-RSD Technical Chairperson, Vice Chairperson
and one member of the Technical Committee, selected at random, shall decide the
interpretation. In the event that any of these has a personal involvement in the matter
another member of the Technical Committee shall replace him. If, in the opinion of the
Sub-committee, the question involves a matter of principle it shall consult all members
of the Technical Committee, except those having personal involvement, before giving an
interpretation.
6.2.4 Interpretations of the Class Rules made by the Sub-committee shall be distributed by
ISAF-RSD to:
The party making the request,
Division Members
National Class Associations
Licensed Builders.
6.2.5 Interpretations shall have the status of a class rule and shall remain valid for a
maximum period of 2 years or until superseded by a Class rule change or modification
carried out following the procedures of Regulation 6.4.
6.3 Where an International Class Associations exists
6.3.1 When sanctioned in the agreement between ISAFRSD and the International Class
Association ("the Agreement"), the class may issue written class rule interpretations
following a procedure specified in the class rules and/or constitution to clarify class rules
but such interpretations shall not be used to change an existing rule. The class shall
immediately advise ISAFRSD of any interpretations issued.
6.3.2 Where a sanctioned procedure for the interpretation of a class rule does not exist,
interpretations may be made only by ISAFRSD in accordance with the following
procedures;

(a) requests for an interpretation may be made to ISAFRSD from the following sources
only:
Division Members
International Class Associations
Copyright Owners
Trade name and Trademark Owners
Manufacturers of ISAF RSD Classes
International measurers for the class appointed by ISAF in accordance with ISAF
Regulation 35 ("International Measurers")
(b) a request received by the ISAFRSD from one of those sources shall be
acknowledged and immediately sent to the International Class Association;
(c) the interpretation shall be decided by a Sub-committee consisting of the Chairperson
and Vice-Chairperson of the ISAFRSD Technical Committee and the Technical
representative of the International Class Association. If in the opinion of the Sub-
committee the ruling involves a matter of principle or on the request of the
International Class Association it shall consult all members of the Technical
Committee, except those having personal involvement, before giving the ruling;
(d) interpretations of the class rules made by the Sub-committee shall be distributed by
the ISAFRSD to:
the International Class Association
International Measurers
licensed builders
the Division Members
The Class Association shall inform its membership of the interpretation;
(e) rule interpretations shall have the status of a class rule and, unless otherwise
sanctioned in the Agreement, shall remain valid for a maximum period of 2 years or
until superseded by a class rule change or modification carried out following the
procedures of Regulation 6.5.
Amendments to Class Rules of ISAFRSD classes
6.4 Where no International Class Association exists
6.4.1 Class rule changes shall be made in accordance with the following procedures:
(a) A request to change the Class Rules shall be made in accordance with Regulation 1,
Notices and Submissions and shall be received by ISAFRSD General Secretary to
be considered at the next ISAFRSD PC meeting. In addition to the parties identified
in Regulation 1, ISAFRSD Permanent Committee and ISAFRSD Technical
Committee may initiate class rule changes.
(b) ISAFRSD Permanent Committee may change the class rules between its annual
meetings when it finds that a change is urgent.
(c) Once a change has been approved, the ISAFRSD shall advise:
Licensed builders
Division Members
(d) Class Rules may not modify the Advertising Code, except as permitted under ISAF
Advertising Code Regulation 20.4.4.
(g) All amendments to class rules shall be effective from 01 March following the decision
unless otherwise decided by the ISAF-RSD Permanent Committee.

7. ORGANISATION AND POLICY COMMITTEE
7.1 The Organisation and Policy Committee has responsibility for advising and making
recommendations to the Permanent Committee regarding:
i) The Constitution and Regulations.
ii) The Structure of the Division.
iii) General Policy and long term planning.
iv) Class Association matters except for class rating rule issues.
7.2 Requests for clarifications on matters listed in Article 7.1 may be accepted by
the Organisation and Policy Committee Chairman from the following sources only:
Division Members
International or National Class Associations.
Licensed Builders, Copyright Holders and Manufacturers.
7.3 The Organisation and Policy Committee Chairman shall acknowledge the request.
The matter shall be referred to the Organisation and Policy Committee for their
consideration and decision.
7.4 The Organisation and Policy Committee shall ensure that the Division operates
consistently within its Constitution and Regulations.
8. INTERNATIONAL CLASS ASSOCIATIONS OF ISAF- RSD CLASSES
8.1 International Class associations are entitled to conduct World Championships.
Approvals are given by ISAF RSD subject to ISAF Regulation 18.4.
8.2 International Class Associations shall report annually to the annual meeting of the
Permanent Committee on the activities of the Class, its financial status and Class
growth worldwide. This report shall be in writing.
8.3 It shall be the obligation of an International Class Association to protect the design
characteristics of a class, by enforcing building and measurement requirements as
required by the class rules.
8.4 Where an International Class Association is established for an already existing ISAF-
RSD International Class no class rule changes based on an ICA submission shall come
into force earlier than 18 months after the date of recognition of the ICA by ISAF- RSD,
unless at the time of submission the ICA had at least 6 (six) ISAF RSD countries as
members which have active class racing and come from at least 3 (three) continents.
8.5 The Television Rights of all ISAF approved World Championships are the property of
ISAF.
9. FLAGS AND EMBLEMS
9.1 If flags or emblems purporting to identify Division Members or the competitors are used
at international events, they shall be limited to:
(a) A national flag or emblem, or a delegation flag or emblem where these differ from
the national flag or emblem, or

(b) A flag or emblem approved by the Division Permanent Committee.
RULES AND RECCOMENDATIONS FOR THE CONTROL AND
ADOPTION OF INTERNATIONAL CLASSES
10 ISAF-RSD INTERNATIONAL RECOGNISED AND CLASSIC CLASSES
10.1 Classes, which offer a high standard of competitive sailing and satisfy the respective
criteria set out below, may be designated as ISAF-RSD International, Recognised or
Classic Classes.
A Classic Class may be established for yachts, which have a tradition of international
competition extending back many decades. While acknowledging the traditional aspects
of these classes they are not eligible for designation as an International Class.
11 OBTAINING DESIGNATION AS AN INTERNATIONAL, RECOGNISED OR CLASSIC
CLASS
11.1 To be designated as an International, Recognised or Classic Class, a class shall be
recommended by one or more Division Members and must receive a majority vote of the
PC.
11.2 In order to be so designated a Class must have:
(a) An Active Class Association,
(b) A Constitution passed by a pre-existing Class Association and approved by the
Organisation & Policy Committee containing at least:
(i) the name of the class,
(ii) provision for control by a Class Association,
(iii) an elected directing board,
(iv) an executive committee, including at least the executive officers,
(v) a statement of the objectives of the class.
(c) A set of Class Rules based on the Equipment Rules of Sailing conforming to the ISAF
Standard Class Rules format, or an alternative format, and approved by the Technical
Committee,
(d) Demonstrated, either by confirmation from the requisite number of Division Members
set out below or a listing of registered boat owners, that it is "actively racing",
(i) in the case of International Classes, in at least 6 Division Members which are
from at least 3 continents with at least 50 boats per country and a total of 300
worldwide.
(ii) in the case of Recognised Classes, in at least 4 Division Members or at least
3 Division Members which are from 2 continents with at least 30 boats per
country and a total of 100 boats worldwide.
(iii) in the case of Classic Classes, in at least 3 Division Members with at least 25
boats per country and 75 boats worldwide.

(e) The PC when considering a class, which serves a unique aspect of sailing, may
waive the requirements of 11.2(d). In the case of the Classic Class to be so
designated the Class must have previously held either International or Recognised
status.
(f) A maximum draught limit restricted to no more than 700 mm.
For the purpose of these regulations "continent" means any one of Europe, North
America, South America, Asia, Africa and Oceania.
12 PROVISIONAL STATUS
12.1 The PC may grant provisional status to classes seeking International or Recognised Class
status. A class, which has been granted provisional status by ISAF-RSD, shall hold a
World Championship in the period between the receipt of a fully documented application
for such status and the granting of full International or Recognised Class Status.
12.2 Where a World Championship of a Class granted provisional status is held, an ISAF-RSD
appointed representative shall be present to assess the class, both in terms of
participation and organisation. The event organisers shall defray the expenses of the
appointed representative.
12.3 If the election of Class Officers, as required by 1.2.1, has not taken place, it must be done
during this World Championship, prior to final ISAF-RSD approval being granted.
13 REGULATIONS ON ADMINISTERING INTERNATIONAL, RECOGNISED OR CLASSIC
CLASSES
13.1 To maintain its ISAF-RSD designation an International, Recognised or Classic Class
shall:
(a) Be known as the International, Recognised or Classic XYZ Class and should use the
approved ISAF-RSD Classes Logo in all Class publications, advertising or promotions;
(b) Properly administer its affairs and maintain its objectives in accordance with its
Constitution, Class Rules, and its Agreement with ISAF-RSD and these Regulations;
(c) Provide ISAF-RSD with up-to-date copies of all Class publications including the
Constitution, Class Rules, Measurement forms, Certificates, One Design
Specifications and Class Newsletter, if any, and unless otherwise stated in the
Agreement, the Class shall be responsible for regular updating and publishing all of
the above mentioned publications and ensuring that updated Class Rules are
published before any rule amendments come into effect;
(d) Notify ISAF-RSD the dates for the next year's major championships (world and
continental) by August 1 each year. No alteration in the championship dates are to be
allowed after the annual ISAF-RSD Racing Committee meeting without the approval of
the ISAF-RSD, the host Division Member and the Class Association;
(e) Send the ISAF-RSD a complete annual report on the activities of the Class, success in
maintaining its objectives, current membership, boat registration and financial status
prior to January each year (Third party ratification may be required to substantiate
these figures). Failure to file a comprehensive annual report will automatically result in
a review of the ISAF-RSD recognition of that class;

13.2 Not permit the event organisers to amend, suspend or override the Class Rules in the
Notice of Race or Sailing Instructions for Class events without the prior approval of ISAF-
RSD;
13.3 Organise its measurement procedures to properly maintain the objectives of the Class
Rules and shall:
(a) appoint a technical and/or measurement committee,
(b) appoint a technical representative who is a member of the class
technical/measurement committee and who is authorised to discuss class
technical matters with the ISAF-RSD,
(c) maintain a register of all class measurers' names and addresses, a copy of which
shall be supplied to the ISAF-RSD,
(d) require all class measurers to be members of their ISAF Member National
Authority measurement network if one exists,
(e) keep all class measurers informed of class rule changes and interpretations, and,
if practical:
(i) have sufficient ISAF-RSD recognised class International Measurers to
represent the class regionally,
(ii) ensure that at least one class International Measurer attends the ISAF
Measurement/Technical Symposiums,
(iii) have at least one class International Measurer present at the class World
Championship,
(iv) organise regular class measurement seminars to train class measurers with
the class International Measurers as instructors,
(v) authorise only class International Measurers to measure prototypes of
moulded production boats.
13.4 Use its best efforts to ensure that each National Class Association is affiliated to the
relevant ISAF-RSD Division Member. Class Associations shall require that individual
boat owners shall be members of their National Class Association, if any, before racing.
13.5 When a licensed builder system is adopted, gain the approval of the ISAF-RSD and the
relevant Division Member before appointing licensed builders.
13.6 Obtain the approval of the Division Member governing the proposed venue of its ensuing
World Championship; and
13.7 Appoint an International Jury for the World Championships unless otherwise agreed with
the ISAF-RSD.
14 CLASS RULE CHANGES
14.1 Unless otherwise stated in the agreement between the ISAF-RSD and the International or
Recognised Class Association ("the Agreement"), ISAF-RSD shall approve all Class Rule
changes in accordance with the following procedures;

14.2 All rule changes submitted shall have been approved by the International or Recognised
Class Association in accordance with its Constitution and Class Rules;
14.3 A request to change the Class Rules shall be made in accordance with ISAF-RSD
Regulation 1, Notices and Submissions and shall be received by the ISAF-RSD General
Secretary. An International or Recognised Class Association making a rule change
submission is entitled to two, and should have at least one, representative at the ISAF-
RSD meeting at which a rule change concerning the class is discussed. (The Class
Association representative should be prepared to answer questions and give additional
information concerning the rule change);
14.4 Approval for the rule change shall be decided by a Sub-committee consisting of the
Chairperson and Vice-Chairperson of the ISAF-RSD Technical Committee and the
Technical representative of the Class Association. If in the opinion of the sub-committee
the ruling involves a matter of principle or on the request of the Class Association it shall
consult all members of the ISAF-RSD Technical Committee, except those having personal
involvement, before giving the ruling.
14.5 The decision of the Sub-committee shall be subject to approval by the ISAF-RSD. An
International Class Association making a rule change submission is entitled to two, and
shall have at least one, representative at the ISAF-RSD meeting at which a rule change
concerning the class is discussed. (The Class Association representative should be
prepared to answer questions and give additional information concerning the rule
change);
14.6 Once a change has been approved, the ISAF-RSD shall advise the Class Association,
International Measurers, licensed builders and the Division Members. The Class
Association shall inform its membership of the approved changes;
14.7 Class Rules may not modify the Advertising Code , except as permitted under ISAF
Advertising Code Regulations 20.4.4
14.8 All amendments to Class Rules shall be effective from 1 March following the decision
unless otherwise stated in the class constitution or in the submission.
15 CLASS RULE INTERPRETATIONS
15.1 When sanctioned in the Agreement, the class may issue written Rule interpretations
following a procedure specified in the class rule and/or constitution to clarify Class Rules
but such interpretations changes shall not be used to change an existing rule. The class
shall immediately advise ISAF-RSD of any interpretations issued.
16 REVIEW OF INTERNATIONAL, RECOGNISED AND CLASSIC STATUS
16.1 All International, Recognised and Classic Classes shall be subject to regular review by the
Organisation & Policy Committee (at least once every three years). Classes granted
provisional status also shall be subject to annual review.
16.2 In the review the Organisation & Policy Committee shall establish whether or not:
(a) the International, Recognised or Classic Class Association has fulfilled its
Agreement with the ISAF-RSD, properly administered its affairs and maintained
the agreed objectives, and whether the original reasons for granting international
or recognised status still apply, and either:

(b) the class is actively racing pursuant to the relevant requirements of 11.2.(d) (The
recommended guideline to 'actively racing' is considered to be at least the same
number of registered boats as required for new classes in that category seeking
designated status), or
(c) is continuing to provide a significant contribution to the development of the sport, ,
and
(d) that the Class Rules continue to support the objectives of the class and provide a
framework for the technical control of the class.
16.3 If a Class fails to meet the above criteria, on the recommendation of the Organisation &
Policy Committee, the Class will be reviewed by the PC, and its status as an International,
Recognised or Classic Class may be withdrawn.
16.4 If a Class is to have its status reviewed by the PC, the Class Association shall be notified
and entitled to representation in the PC meeting.
16.5 If International status is withdrawn from a class, it may be granted Classic status but
cannot be granted Recognised status.
17. AMENDMENTS TO REGULATIONS
These Regulations may be amended by a resolution of the Permanent Committee
carried by a simple majority of votes cast, but any such amendment shall be subject to
variation by the next General Assembly.
The Permanent Committee shall consult member International Class Associations prior
to making amendments that affect their rights or obligations.
