Driver Flees Car Stop, Passenger Arrested
DRBA Police Discover Drugs Inside Vehicle
(New Castle, DE) On August 19 at approximately 8:45 a.m., a Delaware River and Bay
Authority (DRBA) police officer stopped a rented Ford Taurus for a moving violation on I-295
southbound near the Rt. 141 interchange. During the car stop, the officer found a small amount of
marijuana inside the vehicle. After exiting the vehicle, the driver, Demetris Mitchell, 22, of Bronx,
NY resisted arrest and fled on foot from the officer into a marshy area near the Rt. 141 inter-
change. Prior to chasing Mitchell, the officer handcuffed the passenger, Andre Gaillard, 23, of Red
Springs, North Carolina and placed him in the police vehicle. A K-9 unit and the helicopter of the
Delaware State Police assisted the DRBA officers in searching for Mitchell in the marshy area.
During the subsequent search of the rented vehicle, DRBA Police discovered approxi-
mately 120 grams of suspected crack cocaine and 17 grams of marijuana. Passenger Gaillard was
charged with trafficking in cocaine over 100 grams, conspiracy, and maintaining a vehicle for
keeping controlled substances. He was committed to Young Correctional Institute in lieu of
$273,000 cash bail. Warrants have been issued and on file for Mitchell for the same charges, as
well as resisting arrest, possession of marijuana, and driving without a valid license.
