                       SOLID WASTE MANAGEMENT SERVICES


1.     Extension and Amendment of Agreement with CCI-TBN Toronto Inc. for the
       Operation of the Dufferin Organics Processing Facility Contract 47009308

The Works Committee recommended that City Council adopt the staff recommendations
in the Recommendations Section of the report (May 19, 2006) from the General Manager,
Solid Waste Management Services and the Acting Director, Purchasing and Materials
Management.

      Report (May 19, 2006) from the General Manager, Solid Waste Management Services
      and the Acting Director, Purchasing and Materials Management respecting the extension
      and amendment of agreement with CCI-TBN Toronto Inc. for the operation of the
      Dufferin Organics Processing Facility Contract 47009308.

      Recommendations:

      It is recommended that:

      (1)    the General Manager, Solid Waste Management Services, be authorized to amend
             the terms and conditions for the second one-year extension of the agreement
             between the City and CCI-TBN Toronto Inc., for the period from May 1, 2006 to
             April 30, 2007, for the operation of the Dufferin Organics Processing Facility,
             substantially as described in this report, with prices not to exceed those shown in
             Attachment 1, and otherwise on terms and conditions satisfactory to the General
             Manager, Solid Waste Management Services, and in a form satisfactory to the
             City Solicitor;

      (2)    the General Manager, Solid Waste Management Services, be authorized to
             negotiate and enter into an agreement with CCI-TBN Toronto Inc. for the
             operation of the Dufferin Organics Processing Facility for up to four additional
             12-month extensions beyond the end of the term described in
             Recommendation (1), review the performance of the contractor after each
             12-month period and, at his sole discretion, provided that the contract was
             performed satisfactorily, exercise, in consultation with the Purchasing Agent, each
             extension option at prices not to exceed those shown in this report except as
             adjusted annually for inflation, on terms and conditions consistent with this report
             and satisfactory to the General Manager, Solid Waste Management Services, and
             in a form satisfactory to the City Solicitor;

      (3)    if the negotiations recommended in Recommendation (2) do not result in terms
             and conditions satisfactory to the General Manager, Solid Waste Management
             Services, then the Chief Purchasing Official be authorized to issue a call on behalf
             of Solid Waste Management Services for the operation of the Dufferin Organics
             Processing Facility for a term of two years plus up to two additional one year
             periods commencing at the end of the term described in Recommendation (1); and

      (4)    the appropriate City officials be authorized and directed to take the necessary
             action to give effect thereto.

2.     2005 Solid Waste Diversion Rates for City Agencies, Boards, Commissions, and
       Departments and School Boards and Update Regarding the Solid Waste Diversion
       Plans Being Implemented by These Organizations

Report 4, Other Items Clause 13(a)

Action taken by the Committee:

The Works Committee received the report from the General Manager, Solid Waste
Management Services.

       Report (May 23, 2006) from the General Manager, Solid Waste Management Services
       respecting the 2005 estimated solid waste diversion rate for each City Agency, Board,
       Commission, and Department and School Boards; and providing an update regarding
       each organization's Waste Diversion Plan.

       Recommendation:

       It is recommended that this report be received for information.


                              TRANSPORTATION SERVICES


3.     Pedestrian Countdown Signals (All Wards)

Report 4, Clause 2

The Works Committee recommended that City Council adopt the staff recommendations
in the Recommendations Section of the report (May 18, 2006) from the General Manager,
Transportation Services and the Acting Director, Purchasing and Materials Management.

       Report (May 18, 2006) from the General Manager, Transportation Services and the
       Acting Director, Purchasing and Materials Management requesting approval to include
       pedestrian countdown signals as a standard component of all LED traffic control signal
       installations in the City of Toronto, and to purchase the necessary parts and accessories
       associated with the pedestrian countdown signals.

       Recommendations:

       It is recommended that:

       (1)    Transportation Services Division staff be directed to install pedestrian countdown
              signals in conjunction with the LED traffic signal lamp conversion program;

       (2)    Transportation Services Division staff be directed to include pedestrian
              countdown signals as an integral component of all new traffic control signal
              installations;

       (3)    Transportation Services Division staff be directed to report back to the Works
              Committee following the 2006/2007 installation program with a plan for the
              timely and cost-effective retrofit of pedestrian countdown signals to the
              approximately 500 intersections where the LED traffic signal lamp conversion
              program has already been completed;

       (4)    Transportation Services Division staff be authorized to instruct Purchasing and
              Materials Management Division to solicit competitive bids as and when required
              for the provision of pedestrian countdown signal modules required for the 2006
              and 2007 installation program from Electromega Ltd., Fortran Traffic Systems
              Ltd., Innovative Traffic Solutions Inc., and Tacel Ltd., the four pre-qualified
              suppliers of the LED traffic signal lamp modules under Expression of Interest
              No. 1205-04-0112;

       (5)    Transportation Services Division staff be directed to work with staff of the
              Toronto Transit Commission to review the transit signal priority algorithms to
              determine how they can be modified to enhance pedestrian signal timing; and

       (6)    the appropriate City officials be authorized and directed to take the necessary
              action to give effect to the foregoing, including the introduction in Council of any
              Bills that may be required.


4.     Making Streets Safer for Everyone: Audible Pedestrian Signals and Best Practices
       in the Industry

Report 4, Other Items Clause 13(b)

Action taken by the Committee:

The Works Committee referred the communication (May 4, 2006) from Councillor Mihevc
to the General Manager, Transportation Services for consideration and comment in the
report to be submitted to the Works Committee on audible pedestrian signals.

       Communication (May 4, 2006) from Councillor Joe Mihevc, Chair, Disability Issues
       Committee, advising that the Committee on April 18, 2006, requested that the Works
       Committee:

       (a)    consider installing more audible pedestrian signals in the City of Toronto;

       (b)    research best practices in the industry in relation to audible pedestrian signals
              which can be remotely controlled by the user; and
                                              5



      (c)    request appropriate City staff to report back to the Disability Issues Committee as
             soon as possible on policy options for making street crossings safer for everyone
             and, in particular, people who are blind or visually impaired.


5.    Amendment of By-laws to Provide that Vehicles with a Disabled Parking Permit
      Displayed Not Be Allowed To Park in On-Street Parking Zones Designated
      Exclusively for Use by Buses or Delivery Vehicles (All Wards)

Report 4, Clause 3

The Works Committee recommended that City Council adopt the staff recommendations
in the Recommendations Section of the report (May 14, 2006) from the General Manager,
Transportation Services.

      Report (May 14, 2006) from the General Manager, Transportation Services respecting the
      amendment of by-laws to provide that vehicles with a Disabled Parking Permit displayed
      not be allowed to park in on-street parking zones designated exclusively for use by buses
      or delivery vehicles.

      Recommendations:

      It is recommended that:

      (1)    Chapter 400, Traffic and Parking, of the former City of Toronto Municipal Code
             be amended to provide that no person shall, on any highway, park, stop or stand a
             vehicle with a disabled parking permit displayed, where parking, stopping or
             standing is prohibited under 400-37.1A and to provide that no person shall, on
             any highway, park stop or stand a vehicle with a disabled parking permit
             displayed, where parking stopping or standing is prohibited under 400-37A with
             respect to time restricted parking zones in Schedule XXV in Section 400-78 at
             those locations in Schedule XXV where the phrases "(Buses Only)" or "(delivery
             vehicles parking zone)" is found in Column 5 of the Schedule;

      (2)    Former Metropolitan Toronto By-law No. 85-90, being a by-law "to authorize
             certain on street parking of vehicles operated by or for physically disabled
             persons", as amended, be further amended to provide that the owner and driver of
             a vehicle used to pick up or transport a disabled person, which has upon it a
             disabled person parking permit, is not exempt from Section 32 of former
             Metropolitan Toronto By-law No. 32-92, where the vehicle is parked at a location
             in Schedule VIII to By-law No. 32-92 where the phrase "(Buses Excepted,
             6:30 p.m. of one day to 7:30 a.m. of the next following day, Monday to Friday
             and All Times Saturdays, Sundays and Public Holidays) is found in Column 4 of
             the Schedule; and
                                               6

      (3)    the appropriate City officials be authorized and directed to take whatever action is
             necessary to implement the foregoing, including the introduction in Council of
             any Bills that are required.


6.    Toronto Waterfront Renewal: Port Lands Beautification ­ Cherry Street and
      Commissioners Street ­ Proposed Installation of Traffic Control Signals and Road
      Alterations (Ward 30, Toronto­Danforth)

Report 4, Clause 4

The Works Committee recommended that City Council adopt the staff recommendations
in the Recommendations Section of the report (May 23, 2006) from the General Manager,
Transportation Services.

      Report (May 23, 2006) from the General Manager, Transportation Services respecting the
      installation of traffic control signals and road alterations at the intersection of Cherry
      Street and Commissioners Street, coincident with the removal of the existing pedestrian
      crossover, as part of the Toronto Waterfront Renewal: Port Lands Beautification.

      Recommendations:

      It is recommended that:

      (1)    traffic control signals be installed at the intersection of Cherry Street and
             Commissioners Street, coincident with the removal of the existing pedestrian
             crossover;

      (2)    a by-law be enacted for the alteration of Cherry Street to allow for "alteration of
             the roadway by reducing the number of lanes from four to two and by installing
             centre median islands on the north and south legs of the intersection of Cherry
             Street and Commissioners Street, generally as shown on the attached Drawing
             No. 421F-8325 dated May 2006"; and

      (3)    the appropriate City officials be requested to take whatever action is necessary to
             give effect to the foregoing, including the introduction in Council of any Bills that
             are required

7.     Installation of Traffic Control Signals ­ Dupont Street and Edwin Avenue
       (Ward 18, Davenport)

Report 4, Clause 5

The Works Committee recommended that City Council adopt Recommendation (1) of the
Toronto and East York Community Council contained in the communication (May 12,
2006) from the Community Council, as follows:

"(1)   that the existing pedestrian crossover at the intersection of Dupont Street and
       Edwin Avenue be replaced by traffic control signals."

       Communication (May 12, 2006) from the Toronto and East York Community Council
       advising that the Community Council on May 9, 2006, considered a report (April 24,
       2006) from the Director, Transportation Services, Toronto and East York District,
       respecting a request from Councillor Adam Giambrone to remove the pedestrian
       crossover and install traffic control signals at the intersection of Dupont Street and Edwin
       Avenue; and that the Community Council:

       (1)    recommended that the existing pedestrian crossover at the intersection of Dupont
              Street and Edwin Avenue be replaced by traffic control signals; and

       (2)    referred this matter to the Works Committee for consideration and
              recommendation to City Council, in accordance with the Road and Traffic
              Operations Decision Routing Policy adopted by City Council.


8.     Request for a Pedestrian Crossover ­ Coxwell Avenue in the Vicinity of
       425 Coxwell Avenue (The Amik Plaza) (Ward 32, Beaches­East York)

Report 4, Clause 6

The Works Committee recommended that:

(i)    City Council adopt Recommendation (1) of the Toronto and East York Community
       Council contained in the communication (May 12, 2006) from the Community
       Council, as follows:

       "(1)   that a Pedestrian Crossover (PXO) be installed on Coxwell Avenue in the
              vicinity of 425 Coxwell Avenue;" and

(ii)   the General Manager, Transportation Services give priority to the installation of
       this pedestrian crossover, and that the pavement markings be demarcated as boldly
       as possible.

       Communication (May 12, 2006) from the Toronto and East York Community Council
       advising that the Community Council on May 9, 2006, considered a report (April 25,
       2006) from the Director, Transportation Services, Toronto and East York District,
       responding to a request from Deputy Mayor Sandra Bussin to install a pedestrian
       crossover on Coxwell Avenue in the vicinity of 425 Coxwell Avenue (The Amik Plaza);
       and that the Community Council:

       (1)    recommended that a Pedestrian Crossover (PXO) be installed on Coxwell Avenue
              in the vicinity of 425 Coxwell Avenue; and

       (2)    referred this matter to the Works Committee for consideration and
              recommendation to City Council, in accordance with the Roads and Traffic
              Operations Decision Routing Policy adopted by City Council.


9.     Driveway Damage ­ 41 Batterswood Drive, Scarborough
       (Ward 40, Scarborough Agincourt)

Report 4, Other Items Clause 13(c)

Action taken by the Committee:

The Works Committee received the report from the General Manager, Transportation
Services.

       Report (April 4, 2006) from the General Manager, Transportation Services responding to
       a request from the Works Committee to provide information and photographs regarding
       the state of repair of a driveway apron at 41 Batterswood Drive.

       Recommendation:

       It is recommended that this report be received for information.


10.    Amendment to the Terms of Reference of the Toronto Cycling Committee -
       Membership

Report 4, Clause 7

The Works Committee recommended that City Council adopt the recommendation of the
Toronto Cycling Committee contained in the communication (May 16, 2006) from the
Committee.

       Communication (May 16, 2006) from the Toronto Cycling Committee advising that the
       Committee on May 15, 2006, recommended that the Works Committee and City Council
       approve an amendment to the Terms of Reference for the Toronto Cycling Committee to

       allow a representative from the Toronto Youth Cabinet to be a member of the Toronto
       Cycling Committee and to invite the Toronto Youth Cabinet to appoint a representative
       to the Toronto Cycling Committee.


11.    Licensing of Bicycles

Report 4, Other Items Clause 13(d)

Action taken by the Committee:

The Works Committee:

(i)    referred the communication (May 18, 2006) from the Toronto Cycling Committee
       and the communication (May 31, 2006) from the Co-Chair, Toronto Pedestrian
       Committee to the General Manager, Transportation Services and to the Toronto
       Pedestrian Committee for consideration and report to the Works Committee; and

(ii)   requested the Executive Director, Municipal Licensing and Standards, in
       consultation with the General Manager, Transportation Services, to report to the
       appropriate Committee on the feasibility of requiring professional bicycle couriers
       to be licensed, and to display a plate on their bicycles.

       Communication (May 18, 2006) from the Toronto Cycling Committee advising that the
       Committee on May 15, 2006, recommended that the Works Committee forward the
       following comments and recommendations to City Council for consideration:

              "The Toronto Cycling Committee does not support the licensing of bicycles or
              cyclists and makes the following recommendations to City Council:

              (a)    that City Council not support the licensing of bicycles or cyclists due to
                     the following concerns:

                     (i)       licensing causes additional barriers to cycling;

                     (ii)      licensing is not cost-efficient due to the administrative resources
                               required and the direct costs to multi-bicycle households;

                     (iii)     licensing programs are not enforceable given the lack of police
                               resources currently available for enforcing existing Highway
                               Traffic Act infractions; and

                     (iv)      licensing programs will not apply to cyclists entering Toronto from
                               other jurisdictions;

              (b)    that City Council recognize that all of the valid reasons that the City
                     discontinued licensing bicycles in 1956 are still present today (as
                                              10

                     evidenced by reports in 1984, 1992 and 1996) and, until these issues
                     change significantly or disappear, that bicycle licensing not be entertained
                     again in the near future; and

              (c)    that City Council recognize that encouraging more citizens to cycle
                     benefits everyone living in Toronto by reducing congestion on our roads,
                     improving air quality by reducing automobile use, reduces health care
                     costs related to obesity and inactivity and that every effort must be made
                     to remove barriers that prevent people from choosing to cycle.


11(a). Communication (May 31, 2006) from Helen Riley, Co-Chair, Toronto Pedestrian
       Committee, respecting the recommendations of the Toronto Cycling Committee on
       licensing of bicycles.


12.    Large Trucks and Cyclist/Pedestrian Safety

Report 4, Clause 8

The Works Committee recommended that City Council adopt the staff recommendations
in the Recommendations Section of the report (May 23, 2006) from the General Manager,
Transportation Services.

Action taken by the Committee:

The Works Committee referred the communication (May 18, 2006) from the Toronto
Cycling Committee to the General Manager, Transportation Services, in consultation with
appropriate City staff, for consideration and report to the Works Committee.

       Report (May 23, 2006) from the General Manager, Transportation Services responding to
       requests from the Toronto Cycling Committee to report on issues relating to
       cyclist/pedestrian safety; providing a brief summary of pedestrian and cyclist injuries in
       collisions involving large trucks, and addressing potential safety measures for preventing
       collisions between City of Toronto trucks and pedestrians/cyclists.

       Recommendations:

       It is recommended that:

       (1)    City Council reiterate its request to Transport Canada that they develop national
              design standards and regulations for side guards on large trucks; and

       (2)    this report be forwarded to the Toronto Cycling Committee for its information.

12(a). Communication (May 18, 2006) from the Toronto Cycling Committee advising that the
       Committee on May 15, 2006, recommended that the Works Committee:

      (1)    request the City Solicitor to report back to the Toronto Cycling Committee on the
             following:

             (i)    whether it is within the legal jurisdiction of City Council to require the
                    following equipment on all City contracted trucks:

                    (a)    side guards;

                    (b)    audible warning system for trucks making turns (similar to the
                           audible system used when backing up);

                    (c)    more turns signals on the side of trucks;

                    (d)    cameras and mirror systems to eliminate the blind spots on trucks;
                           and

                    (e)    deflectors on the front of trucks (also known as an air dam or cow
                           catcher);

             (ii)   whether it is within the legal jurisdiction of City Council to require the
                    above equipment on all trucks driving on roads owned by the City of
                    Toronto;

      (2)    request the General Manager, Transportation Services to report to the Toronto
             Cycling Committee on the following initiatives to improve safety for cyclists and
             pedestrians:

             (i)    right turn restrictions for trucks on popular bicycle routes; and

             (ii)   restricting the size of trucks in the downtown core;

      (3)    request Police Traffic Services and the General Manager, Transportation Services
             to present an annual report to the Toronto Cycling Committee with detailed
             information on the circumstances associated with all reported bicycling collisions
             with vehicles in the City of Toronto;

      (4)    forward the following recommendations to City Council:

             (i)    City Council recognize that bike lanes are intrinsically a safety feature that
                    provides protection for cyclists from trucks and motor vehicles, making it
                    easier for vehicles to pass cyclists safely and that, in order to protect the
                    City's citizens on bikes, bike lane installation receive the highest priority
                    on roads; and
                                              12



              (ii)   City Council allocate one percent of the road budget towards road safety
                     programs to reduce fatalities and injuries to cyclists in order to enhance
                     the safe and efficient transportation of all road users.


                                 TECHNICAL SERVICES


13.    Purchase Order Amendment ­ Plant Wide Heating Phase 2 Design/Build ­
       Ashbridges Bay Treatment Plant (Ward 32, Beaches­East York)

Report 4, Other Items Clause 13(e)

Action taken by the Committee:

The Works Committee recommended to the Policy and Finance Committee that City
Council adopt the staff recommendations in the Recommendations Section of the report
(May 23, 2006) from the Executive Director, Technical Services and the Acting Director,
Purchasing and Materials Management.

       Report (May 23, 2006) from the Executive Director, Technical Services and the Acting
       Director, Purchasing and Materials Management respecting (a) an amendment to
       Purchase Order No. 47009681 related to the design/build contract for Plant Wide Heating
       Phase 2 at the Ashbridges Bay Treatment Plant; (b) an amendment to Purchase Order
       No. 47010252 related to engineering site services pertaining to the Plant Wide Heating
       Phase (2) design/build contract; and (c) requesting authority to amend the Toronto Water
       2006 Capital Budget by reallocating funds between projects, to comply with new
       requirements of the Electrical Safety Authority.

       Recommendations:

       It is recommended that:

       (1)    the Toronto Water 2006 Capital Budget be amended by transferring $750,000.00
              from Account No. CWW029-04 - M&T Improvements, and $667,100.00 from
              Account No. CWW029-07 - Instrument Air Rehabilitation, to Account
              No. CWW010-103 - Steam Heating Conversion;

       (2)    subject to approval of Recommendation (1), authority be granted to amend the
              Purchase Order No. 47009681 for design/build services with Hatch Mott
              MacDonald [formerly known as AWS Engineers & Planners Corp.] for the
              design, construction, start-up and acceptance testing related to the Plant Wide
              Heating Phase 2 contract at the ABTP, by an additional amount of $1,243,496.20,
              inclusive of GST, which includes a contingency allowance of $100,000.00

              including GST, if necessary, and authorized by the Executive Director, Technical
              Services, for a revised total of $17,686,618.20 inclusive of GST;

       (3)    subject to approval of Recommendation (1), authority be granted to amend the
              Purchase Order No. 47010252 for contracted professional engineering services
              with R.V. Anderson Associates Limited for site inspection and contract
              administration, by an additional amount of $258,602.80, inclusive of GST, which
              includes a contingency allowance of $25,000.00 including GST, if necessary and
              authorized by the Executive Director, Technical Services, for a revised total of
              $1,148,239.80 inclusive of GST;

       (4)    this report be forwarded to the Policy and Finance Committee for consideration;
              and

       (5)    the appropriate City officials be authorized and directed to take the necessary
              actions to give effect thereto.


14.    Drain Grant Appeal ­ 164 Priscilla Avenue (Ward 13, Parkdale­High Park)

Report 4, Clause 9

The Works Committee recommended that City Council adopt the staff recommendation in
the Recommendation Section of the report (May 23, 2006) from the General Manager,
Toronto Water.

       Report (May 23, 2006) from the General Manager, Toronto Water advising that the
       property owner of 164 Priscilla Avenue, Toronto, is appealing the Toronto Water staff
       decision to deny her Drain Grant Application as the repairs carried out to the exterior
       private drain of 164 Priscilla Avenue is a partial repair, since 1.37 metres of private drain
       at the street line has not been replaced; and noting that a grant of $500.00 for partial
       replacement of the private drain was approved and processed in accordance with the
       existing Drain Grant Policy.

       Recommendation:

       It is recommended that this appeal be denied.

14(a). Communication (April 4, 2006) from the owner of 164 Priscilla Avenue, Toronto
       objecting to the unsatisfactory consideration given to her claim for a fair reimbursement
       for the damages and costly repairs to her sewer lines, and requesting that reconsideration
       be given to increasing the grant amount of $500.00.

15.   Assignment of Purchase Order No. 6017050 ­ Water Efficient Landscape Audits
      and Water Saving Program Services (All Wards)

Report 4, Clause 10

The Works Committee recommended that City Council adopt the staff recommendations
in the Recommendations Section of the report (May 23, 2006) from the General Manager,
Toronto Water and the Acting Director, Purchasing and Materials Management.

      Report (May 23, 2006) from the General Manager, Toronto Water and the Acting
      Director, Purchasing and Materials Management respecting the assignment of the current
      agreement with United Utilities Canada Limited in the form of Purchase Order
      No. 6017050, dated August 9, 2005, to Resource Management Strategies Inc. for Water
      Efficient Landscape Audits and Water Saving Program Services.

      Recommendations:

      It is recommended that:

      (1)    City Council consent to the assignment of the current agreement with United
             Utilities Canada Limited in the form of Purchase Order No. 6017050, dated
             August 9, 2005 (the "Current Agreement") to Resource Management Strategies
             Inc., subject to the following conditions:

             (a)      the Current Agreement shall be assumed by Resource Management
                      Strategies Inc.;

             (b)      United Utilities Canada Limited and Resource Management Strategies Inc.
                      shall enter into an assignment agreement on such terms as may be required
                      by the General Manager, Toronto Water and the City Solicitor;

      (2)    authority be granted to exercise the City's option under the Current Agreement,
             once assigned to Resource Management Strategies Inc., to require Resource
             Management Strategies Inc. to provide an additional 2,000 Audits, Water Saving
             Program Services and related work as prescribed under the Current Agreement for
             the period July 1, 2006 to December 31, 2006, and a further 2,000 Audits, Water
             Saving Program Services and related work as prescribed under the Current
             Agreement for the period January 1, 2007 to December 31, 2007, for a total
             expenditure as follows:

             (a)      a 2006 project expenditure of $370,394.00 (net of GST);
             (b)      a 2007 project expenditure of $370,394.00 (net of GST);
             (c)      2006 and 2007 contingency allowances of $32,710.28 (net of GST) per
                      year.

      (3)    where appropriate as determined by the City Solicitor, authority be granted to
             enter into a new agreement with Resource Management Strategies Inc., such
             agreement to be on terms and conditions substantially similar to those contained
             in the Current Agreement, and in accord with the expenditure authorized in (2)
             above, and otherwise on such terms and conditions satisfactory to the General
             Manager, Toronto Water and in a form satisfactory to the City Solicitor; and

      (4)    the appropriate City officials be authorized and directed to take the necessary
             action to give effect thereto.


16.   Proposed Graffiti Abatement Strategy ­ "Clean Team" Operations ­ Anti-Graffiti
      Coatings (Wards 4, 5, 6, 14, 20, 22, 27, 36, 43 and 44)

Report 4, Clause 11

The Works Committee recommended that City Council adopt the staff recommendations
in the Recommendations Section of the report (May 24, 2006) from the General Manager,
Toronto Water, subject to amending Appendix A by including Kennedy Road Pumping
Station as an anti graffiti target location.

      Report (May 24, 2006) from the General Manager, Toronto Water respecting Toronto
      Water's initiative to address those buildings and structures whose surfaces are prone to
      graffiti and to identify a limited amount within the existing 2006 Toronto Water
      Operating Budget to experiment with recoating problem locations.

      Recommendations:

      It is recommended that:

      (1)    approval be given to proceed with the proposed graffiti abatement strategy for
             Toronto Water locations at a cost not to exceed $25,000.00 net of GST;

      (2)    Toronto Water to report back the results of the graffiti abatement strategy; and

      (3)    the appropriate City officials be authorized and directed to take the necessary
             action to give effect thereto.

       Lakeshore, recommending that:

       (1)     staff be requested to report on the feasibility of mapping the addresses of all
               existing private roads and laneways in the City of Toronto; and

       (2)     staff be requested to report on the development of new requirements for
               developers to pay the cost of mapping all new private roads and laneways in the

The Works Committee requested the City Manager, in consultation with the Deputy City
Managers, the City Solicitor and the City Clerk, to undertake a review of all confidential
staff reports resulting from recommendations by the Works Committee and other Standing
Committees, and City Council decisions since the beginning of this term of Council; and
further, given the generality of this motion, the precedent it could set, and the need to
protect confidential information in staff reports, provide a status report to the
September 18, 2006, meeting of the Policy and Finance Committee on a mechanism to
either:

(a)    make confidential information public after a certain period of time; or

(b)    require staff to justify maintaining the information as confidential, wherever
       possible.


20.    Update on Biosolids Management Contingency Issues

Report 4, Other Items Clause 13(h)

Action taken by the Committee:

The Works Committee requested the General Manager, Toronto Water to:

(1)    submit to Members of the Works Committee a Briefing Note providing an update
       on the pelletizer plant, including:

       -      its construction;
       -      the marketing plan;
       -      the current situation with respect to use of pellets in Ontario, including
              marketing;
       -      the previous timelines;
       -      status of negotiations;
       -      the fire suppression system;
       -      the historical information when commissioning the pelletizer plant;
       -      the percentage breakdown on what was done with the pellets, i.e., agriculture
              use, landfill, etc., and the marketing plan at that time; and

      -      options for dealing with biosolids, including beneficial and thermal options;
             and

(2)   circulate to Members of the Works Committee the Ashbridges Bay Treatment Plant
      Environmental Assessment Mediator's Report, together with reports previously
      submitted on this issue, and report in the Briefing Note the status of beneficial use,
      as outlined in the Mediator's Report for Ashbridges Bay, and any impediments for
      incineration.
